Job Description
- Provide geomatics engineering support in the management and oversight for the planning and production of complex, controversial, and advanced photogrammetric mapping projects.
- Monitor, review, and report work performance of junior Engineers and Engineering Technicians.
- Manage multiple projects of various complexity and scope.
- Lead, supervise, coach, mentor, and conduct administer performance evaluations.
- Manage the total competencies of a squad of engineering and technical staff.
- Lead and coordinate all tasks, technical and personnel, involved in the preparation, contracting, analysis, and delivery of planimetric and terrain data.
- Provide guidance on complex photogrammetric mapping processes and procedures.
- Perform final reviews on all photogrammetric mapping and construction earthwork projects for compliance with established processes, procedures, and mapping standards.
- Knowledge and understanding of concepts, practices, and theories of professional transportation and geomatics engineering used in photogrammetry, surveying, and GIS as related to highway location, design, and construction.
- Experience using and operating equipment and software used in photogrammetry, engineering surveys, and/or GIS.
- Experience generating, reviewing, and analyzing geospatial data products, Aerotriangulation Reports, and Airborne Surveys Reports to ensure compliance with NCDOT guidelines and standards.
- Experience working with engineering and technical staff from NCDOT and private engineering firms to achieve stated mapping delivery schedules and overall unit mapping program goals.
- Experience managing human resources including: mentoring, coaching and managing the total competencies of engineering and technical staff, administering performance evaluations, conducting interviews, making recommendations to fill positions, and recommending and/or taking disciplinary actions.
- Experience supervising employees, contractors and/or consultants.
- Considerable knowledge of professional engineering theory, techniques, practices and procedures and ability to apply knowledge of local, state and federal rules/regulations governing the area of work.
- Working knowledge of applicable information technology, and the impact of work with other systems and programs.
- Ability to implement work unit operational goals and objectives identifying work processes and procedures recommending improvements as needed.
- Ability to review work to ensure compliance with standards and requirements; guides staff in providing appropriate documentation to support conclusions and/or assess options in less complex situations.
- Ability to identify risk impact on program policy and procedure issues.
- Ability to demonstrate the methodical and logical approach to addressing engineering design needs.
- Ability to assist or conduct investigations and participate in disciplinary actions.
- Ability to communicate and implement new policies, procedures and protocols.
- Ability to demonstrate comprehension of change management strategies and principles.
- Ability to communicate with individual work units, organization, external customers, and the public on program elements and/or engineering resources.
- Ability to prepare, organize and review written reports according to standards and requirements.
- Bachelor’s degree in engineering and
- 2+ years of progressive experience, or
- An equivalent combination of education and experience.
- Candidates registered as a Professional Land Surveyor and/or Professional Engineer.
- Candidates with a Bachelor’s degree or higher in Civil Engineering or Geomatics.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
