Full-Time Payroll Manager
Job Description
The City of Worcester seeks qualified applicants for the position of Payroll Manager for the Treasurer and Collector Department. Under the direction of the Deputy Assistant Treasurer, the position is responsible for overseeing the execution of key internal control procedures on a timely basis to ensure that City payrolls, withholdings, and reporting are compliant and fully funded. The candidate must have knowledge and competence regarding payroll law to assure the timely, valid, accurate issuance of payroll and withholdings in accordance with State and Federal law. The Payroll Manager is responsible for ensuring that all transactions are processed in accordance with the Treasurer and Collector’s policies and procedures, all transactions are appropriately funded, and are promptly and accurately recorded in the City’s books and records. The Payroll Manager oversees payroll operations and the work of one accounting/ payroll staff.

ESSENTIAL ELEMENTS:
- Direct the work of staff responsible for processing weekly, bi-weekly, semi-monthly, and monthly payroll transactions for employees and retirees of the City
- Oversee and direct the analysis and resolution of payroll or withholding inquiries or changes requested by employees, Human Resources, or Innovation & Technology Departments
- Oversee and direct the daily funding of all City warrant activity for payroll, payables, and other refund or management funding requests
- Prepare and reconcile quarterly forms 941, M-941, 945 and M-945 for Federal and State withholdings compliance
- Prepare and reconcile W-2 forms, including review and analysis of tax compliance and withholdings
- Partner with departmental payroll managers, Human Resources, and Auditing employees to ensure all non-salary compensation payments are paid accurately and in accordance with federal and state regulations
- Work with payroll team members and managers to ensure stop payments, reversals, and wage repayments are done properly and timely
- Assure that all compliance related deliverables are filed timely and accurately with regulating authorities
SECONDARY ELEMENTS:
- Assist with Treasurer and Collector financial tasks as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Competence in payroll taxation and laws
- Supervisory experience in taxation and payroll
- Experience with robust, high transaction volume financial systems and ledgers
- Computer proficiency, include Microsoft Office Suite, particularly Excel
- Ability to work independently, consistently, and reliably to meet established deadlines
- Ability to perform under pressure and in a fast-paced environment
- Ability to establish and maintain good working relationships with other employees
- Ability to read and interpret laws, policies, regulations, and procedures
- Strong analytical and organizational skills, accuracy, and detail orientation
- Excellent written and verbal communication skills
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Accounting, Finance, Taxation, Business/Public Administration, or related field OR;
- An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Experience with payroll or finance
- Supervisory experience
- Proficient in Microsoft Office, particularly Excel
- Experience with analyzing and reconciling financial data
- Excellent written and verbal communication skills
PREFERRED QUALIFICATIONS:
- Certified Payroll Professional (CPP), or other accounting and/or tax related certification
- Three (3) years of payroll supervisory experience
- Experience with Workday or similar cloud-based payroll management system.
- Two (2) years of experience with account reconciliation
- Municipal experience
SALARY RANGE: $75,721- $87,451 annually, exempt, full-time, with an excellent benefits package.
