SALARY: $75k – $115k

GENERAL PURPOSE:

Under general guidance, this position provides oversight and coordination of project-to-operations transition for all new facilities and transit infrastructure delivered under capital expansion of commuter rail, light rail, and bus transit. The role will enhance construction project quality, reliability, and operability through partnership with construction management staff, contractors, and Agency stakeholders. Supports and coordinates transition activities for successful facility and infrastructure operation of the maintenance unit/functions within the Operations Department. Partners with staff to coordinate and schedule equipment commissioning, testing, and preventive systems maintenance during pre-startup and transfer for mechanical, electrical, life/safety, and other systems. Develops operations transition plan in conjunction with construction teams to ensure efficient operation during startup and revenue service. Writes various reports and documents needed to manage or coordinate the required scope of transition maintenance activities with other Divisions, programs, Departments/Offices, and outside agencies.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Serves as liaison to construction teams and Rail Activation Manager in support of operational startup and transitioning warranty actions of new facilities and infrastructure.

• Provides new facilities and rail infrastructure oversight and coordination for commissioning of equipment, including review and approval of commissioning procedures and documents, witness testing and approval.

• Provides input and oversight of interim maintenance of delivered equipment from substantial completion to revenue service.

• Participates in substantial completion inspections, monitor and prioritize all outstanding construction deliverables to closure relative to transition.

• Identifies and proposes solutions to incomplete work not covered by initial contracts.

• Partners with project construction teams to identify and track O&M, training, redline/as-built drawing submittal, and other construction closeout requirements early in the project.

• Participates in the end of contract evaluations for future improved quality and operability deliverables.

• In collaboration with the Operations maintenance managers coordinates and reviews work plans for assigned Operations maintenance staff; identifying schedules for personnel or contractors to complete work according to maintenance and repair needs; ensures that projects, services, and operations of the unit are completed within the scope and that all objectives are successfully met.

• Actively supports inter-agency agreements (IGA’s), including meetings with staff and IGA partners to inform facilities startup budgets and maintenance plans.

• Supports warranty tracking and asset inventory scheduling in the enterprise asset management system.

• Troubleshoots and assesses problems and collaborates with vendors, consultants, partner agencies, and cross-functional teams to implement design or corrective solutions.

• Reviews policies and procedures relative to feasibility of implementing solutions in a transit environment.

• Acts proactively to anticipate and avoid operational and maintainability challenges.

• Participates in Agency audits, Environmental Sustainability Management System initiatives, and Safety and Security programs.

• Participates in the development and implementation of objectives, policies, priorities, budgets, and forecasts for assigned functional area within the Division.

• Provides support to Operations Transition Manager and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.

• Ensures processes, policies, and practices are followed and applied consistently and effectively.

• Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in facility management, construction management, engineering, business administration, or closely related field and four years of experience working in facilities operations for medium to large organization that includes managing and analyzing complex maintenance programs, commissioning complex mechanical and fire/life safety systems, project management, policy, and procedure development, preferably in a transit/transportation related environment with multiple facility/office locations with a represented work force; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver’s license.

Required Knowledge of:

• Operational characteristics, services, technical practices, and activities of maintenance units within the Operations Department.

• Transit industry practices and the transit customer experience.

• Quality assurance and quality control practices.

• Construction contract management, performance measures, and project contracting methods.

• Building construction principles and practices including familiarity with building, plumbing, electrical, and mechanical trades.

• Occupational hazards and standard safety practices.

• Pertinent federal, state, and local laws, codes, and regulations.

• Policy and procedure development.

• Project management techniques and principles.

• Principles of facility system reliability and metrics.

• Principles of budget development, monitoring and cost/benefit analysis, and Total Cost of Ownership.

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Principles and practices of a Computerized Maintenance Management System (CMMS) Databases; warranty databases; effective quality control system.

Required Skills:

• Strong verbal and written presentation.

• Establishing and maintaining effective working relationships with other agency staff, management, vendors, outside agencies, community groups, and the general public.

• Effective conflict resolution and negotiation.

• Understand policies and procedures sufficient to administer, discuss, resolve, and explain them to others.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Performing detailed facility inspections for mechanical, electrical, fire/life, and complex interface control systems.

• Current office procedures, methods, and equipment including computers and computer applications such as Microsoft Office 365, Webex, etc.

Physical Demands / Work Environment:

• Work is performed in a standard office environment, active construction sites, railroad guideways, tunnels, and active railroad facilities.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, infectious disease, and extreme noise when conducting site visits and working in the field.

• Work requires 24/7 availability.
