The Atlantic Council GeoTech Center seeks 5-10 Nonresident (Senior) Fellows who will help make the Center a premier destination for national and global conversation and actionable insight on emerging technologies and their impact on society.
Technological advances are transforming lives globally—and the accelerating pace at which emerging technologies are being developed and deployed can lead to unanticipated outcomes. The GeoTech Center is working to identify and communicate what is required so that emerging technologies can enter use widely across the globe for public benefit, while identifying and mitigating potential geopolitical risks. The Center serves as an essential bridge between technologists and national as well as international policymakers, bringing together subject matter experts, thought leaders, and decision-makers through purposeful convenings to consider the broader societal, economic, and geopolitical implications of new and emerging technologies; leverage technology to solve global challenges; and develop actionable tech policy, partnerships, and programs.
The GeoTech Center is committed to building a community of excellence, equity, and inclusivity, and welcomes applicants with a range of backgrounds and perspectives on the intersections of emerging technology, data, policy, and geopolitics. We are looking for thought leaders who can provide policymakers and technologists with diverse stakeholder perspectives on technology and data for public benefit (“tech for good”) and pragmatic approaches to the geopolitics of technological change in one or more of our focus areas as listed below.
Current programming is focused on the following emerging technology priorities:
- Advancing responsible AI, globally, by promoting human-centered governance, improving public understanding and awareness of AI systems, preventing global disruption to the future of work, and helping societies use AI to equitably serve the global community and enrich lives.
- Bridging data divides by identifying what is needed to advance equitable, open access to secure data, establish effective, trust-centered economies, and promote equitable data governance on a global scale.
- Increasing connectivity, including through next-gen wireless and space-based communications, and the associated need for global governance strategies and standards that encourage humanitarian-focused expansion and peaceful coexistence in space.
- Increasing the capacity of governments and other organizations to use, regulate, and promote emerging technologies, including through the inclusive development of talent for the future technology workforce.
Policy areas of interest that are launching or under development include:
- The implications of AI-enabled technologies for scientific discovery, the future of knowledge, and the future of work.
- Global policies needed to support disruptive technologies to mitigate climate change, including climate intervention technologies and biotechnologies for enhanced large-scale carbon sequestration.
- Strategies for international cooperation in semiconductor innovation to insure continued technological advances and robust supply chains.
- International science, including research and education, in a world divided by geopolitical competition for technological supremacy.
Applicants should address all the qualifications through a cover letter, resume, and examples of prior policy work (written or public videos; links to online content preferred).
Top applicants will be selected for an interview where they will be asked to share their experience and perspectives on one or more of the GeoTech Center’s focus areas and how they plan to contribute.
Chosen applicants will be awarded a year-long, nonresident fellowship (unpaid) with opportunities to engage in valuable networking opportunities with other Fellows and Center affiliated experts, as well as support in programming, research opportunities, speaking engagements, etc. as detailed above. Fellows will also derive reputational value from being publicly affiliated with the Atlantic Council as a Senior Nonresident Fellow.

Job Responsibilities
- Fellows are expected to author at least two publications to be released through the GeoTech Center during their term. Publications may include articles, blog posts, rapid-response commentary to current events, or all/part of a longer report/issue brief.
- Fellows are expected to attend at least one virtual orientation/update meeting per year.
- Fellows are expected to include their Atlantic Council affiliation in public engagements related to their policy work with the GeoTech Center and notify the GeoTech Center when such engagements occur.
- Fellows will also have opportunities to assist with the following:
- Serve as an in-person or virtual panelist, moderator, discussant, or facilitator at GeoTech events. Such events may include public webinars, private roundtables, or other public or private convening.
- Peer review articles written by other GeoTech Center Fellows or staff.
- Assist with partner development by connecting the GeoTech team with industry, philanthropic, and/or other contacts with the potential to support future work.
- Propose, consult on, and/or directly contribute to projects within their area(s) of expertise.
- Assist the GeoTech Center in building its audience and network of stakeholders.
Qualifications
- Demonstrated interest and expertise at the intersections of emerging technology, policy, and geopolitics.
- Availability to attend and speak at events and contribute to policy discussions with GTC staff and partners during normal business hours.
- Ability to assist the GeoTech Center in building its audience and network of stakeholders.
- Excellent writing and communication skills.
- A collegial attitude and proven ability to work well with others, communicate effectively with anyone from senior government officials to interns, accept constructive feedback on written work, and comply with all Atlantic Council ethical and editorial policies.
