Primary Purpose:
Responsible for developing and delivering training to ensure SDG&E transmission system operating personnel are adequately trained consistent with FERC, NERC, WECC, CAISO, SDGE operating standards/procedures and training requirements for the safe and reliable operation of the electric transmission system. Monitors and implements regulatory and operational safety training requirements; continually update training materials, ensure accurate documentation of training classes and materials to meet NERC Audit requirements. Continually revises training program requirements and processes to meet the training needs of system operators and trainees. Maintains operating capability to operate in the Grid Control Center (GCC) during emergencies, and\or provides assistance under the direction of the Operation Shift Supervisor (OSS).
Duties and Responsibilities:
- Develops in-house training course content with instructor and student training guides for initial and continual training, create and maintain NERC approval for courses and continuing education credits. Provides direction to vendors in developing additional detailed training material, use of applications for testing/tracking of all training. Reviews and revises standard operating documents to support training activities. Develops or revises training materials for instructor led or virtual led delivery, Develops NERC required simulations on the Dispatcher Training Simulator (DTS) and BRICK simulator, while ensuring the simulators match what would happen in real-time. Leads investigations for required corrections. Converts applicable instructor led or virtual led training courses into computer-based training for flip learning efficiencies. Develops joint training activities/classes with Distribution Trainers and interconnected utilities.
- Delivers classroom led or virtual led instruction of in house and NERC approved courses for initial and continual training, delivers training using simulation scenarios for trainees to learn and perform job tasks correctly and qualify to proceed to OJT, delivery of classes with distribution trainers, interconnected neighbors and other utilities using the DTS or BRICK simulators for load shedding/PSPS, interconnected operations, black start restoration and fire preparedness drills.
- Ensures NERC compliance with reliability standards pertaining to NERC certified operator training requirements for System Operators are being met and documented accurately. Tracks compliance with and submit applicable compliance reports for the training program. Periodically reviews training modules and reliability standards for applicability and compliance, modifies as necessary.
- Participates in applicable regional trainer activities and attends train the trainer courses. Provides authorization training to system operators, field crews and contractors throughout the company as needed.
- Periodically operates in the GCC to maintain operating capability during system emergencies. Assumes responsibility and authority under the direction of the OSS to implement real-time actions to ensure the safe and reliable operation of the Electric Transmission System, following all policies, standards, and procedures during an emergency, while ensuring the safety of the public and SDG&E personnel.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications:
- H.S. Diploma/GED is required.
- Complete of Train the Trainer courses with emphasis on systematic approach to training is required to continue in the position annually.
- 7 years – NERC Certified System Operator experience in the operation of the Bulk Electric System (Transmission).
- Experienced in the following: interconnected power system operations, substation and transmission operations.
- Detailed knowledge of electric power system operations.
- Demonstrated ability to communicate and deliver technical information in a clear concise manner to the learning level of the trainees and system operators.
- Demonstrated ability in decision-making, prioritizing activities, coordination of training activities and multi-tasking.
- Must have the ability to operate and/or provide assistance in the operation of the bulk electric system (Transmission) during emergencies, maintaining situational awareness for safety and performance of job tasks effectively.
- Proficient in computer applications (e.g., Word, Excel, Access, Outlook, Power Point, etc.) and have a working knowledge of EMS/SCADA.
- Excellent oral and written communication skills.
- Maintaining NERC System Operator certification at the TO level or higher is required to continue in the position.
- Successful and continuous performance of SDG&E’s Reliability Related Tasks for the GC Operator positions are required to continue in this position (Within nine months of acceptance for External hires) on a bi-annual basis.
- 24/7 – Reports to the Grid Control Center (Transmission) upon notification of system emergency and request to operate/provide assistance.
- Travel is required as needed to attend trainer’s activities, classes, workshops or deliver training annually.
- Must reside in Southern California or be willing to relocate upon hire.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
Preferred Qualifications:
- Bachelor’s Degree in engineering or other related field
- Previous experience as an instructor is highly desirable.
