Job Description
At the end of Q1 2021 the FRB announced large scale changes to the large Liquidity report known as the 2052a. These changes amount to 50% of the current report changing within a compressed timeline. This role will be responsible for end to end project management & governance of these change on behalf of the Institutional Clients Group more specifically Operations & Technology.

This is a program & project management role with elements of analysis. The role is broad and wide reaching given that changes are likely to impact liquidity data, capital data, risk data & balance sheet data. This role will be an influencer role, and much of the responsibility will be on communicating and ensuring that key members of ICG O&T are staffed and funded to achieve their delivery as part of the overall program.

Key Responsibilities:
• Dedicated senior technology professional program manager aligned to 2052a reporting changes
• Owns end-to-end technology plan (milestones and deliverables along with timing, resourcing) in support of changes to the 2052a
• Acting as liaison between ICG Technology and Finance as well as Global Functions Technology
o Consistent communication at the senior-most levels
o Resourcing and resource constraint resolution
o Prioritization of 2052a tech demands vs existing tech initiatives (where there are conflicts) and work with Client Tech to resolve such conflicts
o Resolve other tech issues as needed (e.g. collision between Program groups, appropriate tech solutioning)
o Financial and budget implications
o Develop and maintain strong working relationships with all key Client stakeholders
• Defining scope, target state, and success criteria
o Ensure all comprehensive analyses of anticipated changes, digest & translate to ICG O & T stakeholders
o Provide review and challenge of each program’s defined scope, target state, and success criteria to ensure it fully addresses the FRB request
o Ensure solutions are embedded in a broader strategic vision
o Look across programs and initiatives to identify related and interdependent elements and provide recommendations, where needed, for combining programs and initiatives to achieve greater remediation effectiveness and efficiency
o Escalate any issues on program structure and scope, as needed, to the ICG O&T Leadership
• Defining program structure and accountability
o Provide review and challenge of remediation plans for 2052a changes, including definition and timing of deliverables and other milestones against commitments, dependencies and staffing
o Escalate any concerns related to program structure and/or insufficient accountability, as needed, to the ICG O&T Leadership
• Identifying critical interdependencies among programs
o Identify and address related scope across programs, other initiatives, and existing frameworks to ensure end-to-end remediation and compliance across Client
o Identify, size, and address, where necessary, critical delivery interdependencies within, and across, significant programs
o Track milestone dependencies across programs and escalate and address milestone delays, as needed
o Escalate interdependencies that may put programs at risk, as needed, to the ICG O&T Leadership
• Overseeing and accelerating execution
o Provide “credible challenge” for all aspects of the PMO process, including: RAG ratings, KPI’s, status updates, adherence to dates and deliverables, and quality of deliverables
o Identify and address program resource constraints (e.g., program management, SME’s, technology) in collaboration with Program Leads and provide staffing support for major initiatives to augment embedded staff, as needed
o Escalate significant remediation issues in a timely manner to the ICG O&T Leadership, and take direct control of challenged or At-Risk programs by deploying central acceleration teams to accelerate execution, if and as needed
o Produce timely and consistent PMO status reporting that can be used to update management
o Provide periodic updates to respective Regulatory Engagement Leads
• Ensuring closure and change management
o Perform end-to-end review and challenge of program deliverables to confirm quality and adequacy of deliverables against program target state and regulatory commitments and expectations
o Coordinate with Internal Audit on internal closure process for the program
o Ensure sustainability of programs through appropriate capability building and implementation of best practice change management

PERSON SPECIFICATION
Qualifications
• Substantial broad experience in transformation roles including significant experience managing large complex cross-company transformation programs
• Specific subject matter expertise regarding transformation and program management disciplines and a strong business understanding of the products and services Client offers
• General understanding of relevant banking regulation and supervisory expectations for large complex financial institutions
• Track record of successfully overseeing complex large-scale transformation programs ideally including regulatory remediation programs at peer institutions
• Track record of managing senior internal relationships and demonstrated experience in leading sustained change and change management efforts
• Well-developed listening skills and a strong ability to engage at the executive management level
• Articulate and effective communicator, both orally and in writing
• Strong interpersonal skills, with evidence of working in collaboration across large, complex organizations, including effective influencing skills, a proactive and ‘no surprises’ approach in communicating issues/requests
• Strong leadership skills with a proven track record in driving positive and sustained change
