Full-Time Manager-Video Production – $85K-$155K – MANAG002202

Job Description

Salary range is $85k to $155k, with a midpoint of $120k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under the general direction of the Chief Communications Officer, manages and coordinates Sound Transit’s videography program to communicate the agency’s brand through video across multiple communications channels. The video program supports agency goals of ridership retention/acquisition, Sound Transit brand awareness and employee engagement. As head of the program, the Video Production Manager plans and oversees the work of assigned staff including creative development, production, post-production and specialized technical tasks associated with video production as well as shoots and edits their own projects. The incumbent manages a production calendar and ensures the team’s initiatives are in alignment with agency and departmental strategic objectives. They will ensure that needed human resources, tools, technology and processes are in place to produce a steady cadence of video content that is high-quality, engaging and achieves the desired outcomes.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Plans, directs, and coordinates the work of assigned staff; and reviews work including providing constructive feedback and recommendations.

• Coaches, trains and motivates assigned staff; coordinates and/or provides staff training; and manages employee relations; and measures the performance of team and takes appropriate corrective action when necessary; provides advice and counsel; develops developmental work plans ; implements or recommends corrective actions, discipline and termination procedures as needed.

• Creates videos from start to finish including production coordination, shooting, and editing as needed.

• Manages requests and the workflow/prioritization of projects; works with individual project teams to forecast needs, resources and staffing for video projects.

• Ensures Sound Transit videos are high quality and reflect the agency’s brand; works with team members, other divisions, and senior management to ensure video communications are compelling and meet business goals.

• Serves as “executive producer” as necessary in the production of video and programs, developing story ideas, conducting research, developing scripts, developing shot lists, and assuring an overall production schedule is maintained; acts as technical director to schedule shoots, overseeing set up and camera operations, lighting, and audio; directs production personnel (e.g. actors, production staff, production assistants, etc.) to assure production is completed.

• Manages post production of video products including raw video editing, music selection, and digital video effects.

• Monitors and evaluates the effectiveness and efficiency of services provided by the video production team; assesses opportunities for ongoing improvement through personal review and customer feedback.

• Works with senior leaders across the agency to identify video communication opportunities and provide information that audiences will find appropriate and useful, including project and service delivery.

• Oversees procurement management functions for the video production team; ensures that vendors, contractors, and consultants are selected and compensated in a manner consistent with proper accounting and financial principles and business practices; ensures that all expenditures of agency funds are undertaken in a fair, justifiable, and open manner.

• Supports the preparation and review of the annual budget for the video production team; forecasts the funds needed for staffing, equipment, materials, supplies, and consultant services; ensures that video production and applicable individual projects operate within budget and consistently document expenditures, cost estimates, and related items; review and approve video productions expenditures and implement adjustments.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in communications, journalism or a closely related field and five years of video and audio production or broadcasting experience including three years of leadership, budgetary, planning and workforce management experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver’s license.

Required Knowledge and Skills:

• Team building and leadership principles including equity, inclusion, and sensitivity.

• Principles of supervising, training and performance assessment.

• The principles, practices, techniques, technology and standards of video production and shot composition.

• Production/editing techniques necessary to deliver videos on time within aggressive timelines.

• Standard video production, non-linear editing, graphic creation, and DVD authoring techniques.

• Communications, including knowledge of public relations, community outreach, event planning, marketing, digital and social media and public involvement disciplines.

• The use of music to enhance the aesthetics of video productions.

• Office administration, general support services.

• Personnel and HR-related policies and procedures.

• Contracting principles and government procurement policies and practices.

• Pertinent local, state and federal laws and regulations.

• Program/project management techniques and principles.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Coaching, motivating and evaluating staff; developing and maintaining a high-functioning team including effectively setting priorities, delegating tasks and managing workloads.

• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and general staff.

• Planning, researching, scripting, blocking, organizing, storyboarding, editing, lighting and staging video productions.

• Operating post-production equipment.

• Creating graphics and designing digital video effects.

• Conceptualizing creative and innovative ideas.

• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.

• Conducting research and ability to build and modify programs based on research.

• Project management techniques and principles.

• Conflict management/negotiation skills & consensus building skills.

• Researching, analyzing, and evaluating new service delivery methods and techniques.

Physical Demands / Work Environment:  

• Majority of work is performed in a standard office environment with approx. 20% working off-site at video shoots.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
