Full-Time Manager, RSC Distribution Operations (Sacramento, CA)

Job Description

Summary

Direct oversight of the pharmaceutical and medical device distribution and equipment service operation of Regional Service Centers (RSCs). Responsible for assuring uninterrupted supply of Device, Drug and Parts and Disposables to the customer base. Serves as a Designated Representative according to Federal Drug Supply Chain Security Act (DSCSA) and State regulations.

Essential Functions

  • Responsible for management of the Regional Service Center operations to ensure optimal overall performance of staff and site.

  • Supervision of personnel, including work allocation, training and problem resolution

  • Develops and manages the RSC budget for the RSC expenditures, headcount, disposables, spare parts and service parts.

  • Manage RSC performance to budget and cost control through analyzing and reporting on overall spend. Perform monthly analysis of “actual cost to budget”; and provide explanations for significant variances.

  • Manage and improve all Mallinckrodt direct and indirect labor costs while maintaining or improving all other distribution objectives, using lean processes, SOP’s, shared documentation, measurement systems, and standardization across RSC teams.

  • Manages distribution performance metrics for equipment service, routing, order processing, on-time delivery to customers, inventory control, quality, compliance, and safety.

  • Liaison to internal and external parties on matters relating to the RSC operations, warehousing, distribution and device service.

  • Coordinates and manages physical inventory cycle counts for the RSC; ensures excellent inventory accuracy on-site and cycle count will be completed in line with Mallinckrodt guidelines.

  • Ensures RSC activities are compliant with government regulations (FDA, cGMP, ISO, OSHA, DOT, and other regulatory agencies as applicable). Ensures compliance to Quality, Safety, C-TPAT, and Regulatory initiatives.

  • Participate in all audits performed at the RSC. Ensure all audit findings are addressed and closed by an agreed upon date.

  • Interview, select, and train all RSC personnel.

  • Supervise the activities of workers engaged in receiving, storing, and shipping products or materials.

  • Collaborate with the facility department in developing or implementing plans for facility modification or expansion, such as equipment purchase or changes in space allocation or structural design.

  • Inspect physical conditions of warehouses, vehicle fleets, or equipment and order testing, maintenance, repairs, or replacements.

  • Collaborate with EHS group to plan, develop, or implement warehouse safety and security programs and activities.

  • Track and trace goods until reaching the destinations, expediting orders when necessary.

  • Manages projects on an as needed basis.

  • Other duties as assigned with or without accommodation.

Minimum Requirements

Education / Experience / Skills:

Education:

  • Bachelor’s degree in business, logistics management, supply chain management, plus minimum of 5 years of work experience in warehousing, distribution, and/or supply chain operations; OR

  • Minimum of secondary education (High School) required plus 10 or more years of experience in distribution, warehousing, supply chain, and fulfillment.

State Licensure Requirements: Fingerprinting and/or background check

Experience:

  • Minimum 5-7 years’ experience managing personnel with ability to lead, operate, and motivate an operations team.

  • Minimum 5 years’ experience in the Pharmaceutical/ Medical device industry or GxP related experience.

  • Strong understanding of supply chain knowledge in the pharmaceutical/Medical Device or related industry

  • Strong understanding of the regulatory environment for the storage, handling and movement of hazardous products, as well as medical device service operations.

  • Demonstrated experience focusing on GxP, logistics and operational improvements.

  • Demonstrated experience devising and executing cost savings initiatives.

  • Experience with DOT, FMCSA, IATA regulations

  • Direct experience in warehousing, distribution, and/ or supply chain operations, WMS, and ERP systems.

  • Minimum 2 years’ experience using SAP or similar ERP management System.

  • Ability to function equally well as either a functional member or leader in a team environment.

  • Experience in coordinating and handling complex activities.

  • Strong process skills, analytical and problem-solving capabilities.

  • Serve as a Designated Representative according to Federal Drug Supply Chain Security Act (DSCSA) and State regulations.

Organizational Relationship/Scope:

This position interfaces with multiple functional departments such as Quality, EHS, Facilities, Finance and Customer Service Departments. Reporting to this role are RSC Distribution Associates, Service Technicians and RSC temporary staff.

This position requires interaction with various internal and external department heads, corporate representatives, supervisors, and other managers on a variety of activities.

Working Conditions:

Office, service area and warehouse environment.

Work hours range 40 + hours per week.
