SUMMARY OF RESPONSIBILITIES

Located just outside of Seattle, WA, Lake Washington Institute of Technology (LWTech) was founded in 1949, and is the only public institute of technology in Washington State, that provides students with the latest cutting edge skills relevant to today’s workplace. LWTech offers ten applied bachelor’s degrees, more than 40 associate degrees and 93 professional certificates, in 43 areas of study, including STEM-focused programs in Science, Technology, Engineering, and Math. SUMMARY OF RESPONSIBILITIES:

The manager of purchasing services has primary responsibility for college purchasing of supplies, materials, equipment and contractual services used by the college and has authority to select vendors, award bids, and negotiate contracts consistent with college policies, state and federal regulations. This position oversees related shipping and receiving activities at the college, asset management and the mail room operation. This is an exempt, administrative position that reports to the Vice President, Administrative Services.

ESSENTIAL FUNCTIONS

• Manage college purchasing activities consistent with the college’s mission, strategic plan, core themes, goals and initiatives, and policies and procedures.

• Direct the procurement of all supplies, furnishings, equipment and services in a timely and cost effective manner; coordinate purchase and delivery for furnishings and equipment for capital projects; maintain appropriate vendor files, purchase documentation, and information.

• Develop and write formal bid and quote specifications, research and solicit diverse competition, prepare advertisements in accordance with statutory and advertisement regulatory requirement; conduct public bid openings, evaluating offers.

• Oversee asset management, inventory tagging processes, surplus and inventory disposal.

• Approve and issue purchase orders and contracts in accordance with all applicable laws, rules, and regulations.

• Provide guidance and assistance to College departments and staff on purchasing related issues, processes including purchase requisitions; develop and write purchasing procedures.

• Manage vendor relationships and assist in building effective partnerships; serve as primary point of contact for vendors.

• Administer the procedures for the trade-in of surplus properties, equipment, and materials in compliance with state and college regulations.

• Manage the distribution and reconciliation of college sponsored credit cards; develop procedures for credit card use; e.g., procurement of goods and service, travel, motor pool, library, etc.

• As necessary, coordinate purchasing related activities with shipping and receiving, inventory, and accounts payable, to ensure efficient and effective operations.

• Oversee the procurement of the college’s contracted leased or purchased copier and printing equipment and services; monitor contractor relationship in support of service provisions

• Advise and inform college staff on department matters; identify potential problem areas and make appropriate recommendations; prepare and supervise the preparation of reports for internal and external sources.

• Supervising the college shipping and receiving function and staff in that area

• Supervise the mail room function at the college.

• Supervise, train, and evaluate assigned staff; develop, support and monitor annual growth/professional development plans.

• Represent the college at professional and community organizations such as the Purchasing Affairs Council(s); participate in college system professional conferences and in service activities.

• Maintain working knowledge of all applicable state laws, rules, and regulations for purchasing related activities.

• Serve as backup for college mail services operations as may be necessary.

• Assist supervisor and other college administrators as necessary; assume and effectively discharge other duties as assigned

QUALIFICATIONS

• Bachelor’s Degree in Business Administration or closely related field.

• Three years of successful hands-on experience in managing purchasing and related business operations.

• Certified Purchasing Manager designation preferred.

• Supervisory experience.

• Strong communication and interpersonal skills.

• Demonstrated knowledge of Microsoft Office programs.

Compensation & Work Schedule

Monthly salary is $7,379. This is a full-time, 40 hours per week position. BenefitsMedical, Dental, Vision, Life, Disability and other insurance benefits are provided as currently administered under Public Employees Benefits Board, State Retirement Plan and a Deferred Compensation Plan; sick leave accrues at 1 day effective upon employment and vacation accrues at 25 days per year.
