Job Description
Salary range is $95k to $175k, with a midpoint of $135k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under general direction, leads cross-departmental teams in the planning, oversight, and support of operational readiness for the agency’s systems testing and commissioning program for the Operations Department as part of the Operations Readiness and Transition (ORAT) Division during start-up activities. This leadership role ensures Operations and Maintenance requirements are embedded in the systems commissioning and test program implementation, oversight, and transition to operations for building systems, facilities mechanical equipment, facilities electrical equipment, track, communications, traction electrification, signals, SCADA, fire/life safety, and tunnel operating systems. Oversight of the Start-Up budget for Operations on system expansion projects. Leads a team of expert level staff, vendors, and consultants in the review and assurance of operational readiness, non-system expansion commissioning program, and the oversight of the warranty program for the agency. .
ESSENTIAL FUNCTIONS:

• Leads a team of expert level staff, vendors and consultants ensuring Operations and Maintenance interests are embedded in the commissioning and operational readiness phase of project delivery.
• Applies testing and commissioning experience and information to assist in the development of maintenance procedures and plans to meet operational readiness goals.
• Review Commissioning documentation, and ensures appropriate staff and resources are assigned to effectively support start-up functions.
• Leads the creation of operating manuals and maintenance plans to carry into operations.
• Provides submittal review and evaluate results of testing plans and procedures in support of the agency systems commissioning and testing program ensuring those plans meet operations readiness and agency requirements.
• Develops leads and manages the agency Warranty Management Program.
• Reviews, approves, and provides oversight of operational aspects of all commissioning documentation for new and current facilities and systems within the agency.
• Acts as Operations Commissioning Manager and/or Commissioning Authority (CxA) in a review, approval, and oversight capacity for Non-System Expansion Projects.
• Leads as primary operations manager for inter-project collaboration ensuring lessons learned are carried across projects during complex concurrent project testing, commissioning, and training activities that affect operational teams over multiple projects.
• Collaborates closely with engineering, planning, design, and operations to ensure Operations visibility of the System Testing Program including scheduling resources, developing schedules, coordinating with operations, track access, availability of equipment, training, and witnessing tests.
• Provides operational oversight for project start-up budget for all system expansion projects.
• Aligns operational project transition and testing resources to project schedules.
• Member or co-chair of the various rail activation subcommittees including Systems Integration Testing Subcommittee, Transition to Operations Subcommittee, and Pre-Revenue Service and Start-Up subcommittee for the assigned projects.
• Reviews all commissioning submittals, test reports, and final reports to ensure accuracy and completeness for operations and maintenance teams in the future.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in electrical engineering, mechanical engineering, civil engineering, project management, information systems, facilities management, construction management or closely related field. Five years of experience in a maintenance or transportation environment, preferably involved in a rail or a transit related environment and three years of leadership, budgetary, planning and workforce management experience; OR an equivalent combination of education and experience

Required Knowledge and Skills:

• Principles, practices, methods, and techniques used in the installation, troubleshooting, and maintenance of systems and applications, and project management and administration.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Verbal and written communication, general presentation and report writing.
• Effective negotiation and conflict resolution techniques.
• Preparing, interpreting, and developing engineered testing and configuration documentation.
• Performing root cause analysis, troubleshooting, and repair of technical testing issues.
• Leading continual improvement projects to continue to advance the systems testing discipline.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, and outside agencies.
• Conveying technical information and using effective oral and written communication.
• Monitoring program/project schedules.
Preferred Knowledge and Skills:
• Operations and maintenance of light rail systems.
• Principles and practices of track, traction electrification, SCADA, signals and communications, building management systems or other comparable transit industry knowledge.
• Transit Systems maintenance knowledge and practices.
• Systems project scheduling practices.
Physical Demands / Work Environment:
• Most work is performed in a standard office environment.
• Occasional work will be conducted in a construction environment where applicable personal protective equipment must be worn.
• Occasional work will be conducted at nights and on weekends as needed.
• Subject to standing, walking, bending, reaching, stooping, and lifting objects up to 25 pounds.
