Full-Time Manager of Building Decarbonization

Who We Serve:

Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

The Executive Office of Energy and Environmental Affairs is seeking applicants for the position of Manager of Building Decarbonization.

Reporting to the Undersecretary of Decarbonization & Resilience, the Manager of Building Decarbonization is responsible for managing the daily responsibilities of the state’s building decarbonization strategy. This includes:

–           Advancing the Clean Energy and Climate Plan (CECP) priorities and the recommendations from the Commission on Clean Heat.

–           Developing a work plan for building decarbonization efforts that aligns with the Commonwealth’s emissions limits and policy objectives.

–           Developing a funding and finance strategy for building decarbonization in coordination with the Commonwealth’s existing programs, newly launched Community Climate Bank, and federal incentives.

–           Engaging cross-agency working groups to collaboratively source, develop, and implement building decarbonization policy.

–           Engaging with municipalities and regional groups to advance building decarbonization goals via channels such as DOER’s Green Communities Division and in partnership with EEA Climate Team’s Deputy Director of Equity and Environmental Justice.

–           Overseeing analysis, establishment, and management of a Building Decarbonization Clearinghouse.

MAJOR RESPONSIBILITY AREAS

  1. Developing and coordinating the implementation of a comprehensive buildings decarbonization work plan that includes the recommendations of the Clean Heat Commission and priorities within the 2025/2030 and 2050 Clean Energy and Climate Plans. Tasks include but are not limited to identifying priority actions and resource needs, scoping projects, drafting RFQs, RFPs and RFRs as necessary, managing contracts as necessary, engaging with stakeholders, conducting stakeholder meetings, and preparing budget requests.
  2. Project manage the analysis, funding, and program development of the Building Decarbonization Clearinghouse. Tasks include but are not limited to administering the contract to analyze options and develop recommendations for a Buildings Decarbonization Clearinghouse, collaborating with MassCEC, DOER, EEA and other partners to stand up initial phases of a Clearinghouse, meaningfully engaging with stakeholders, scoping and overseeing the implementation of additional phases of the Clearinghouse, scoping procurements, coordinating with the Climate Bank and EEAC, preparing budget requests, and briefing senior staff.
  3. Collaborating regularly with staff at MassCEC, DOER, and DEP to ensure policy alignment across building sector initiatives, including coordinating the Buildings Task Force.
  4. Meaningfully engaging with and establishing a working relationship among buildings-sector stakeholders, including industry groups, environmental groups, municipalities, and community-based organizations. Serve as the subject matter expert supporting the IAC’s Buildings working group and a regular liaison with Green Community members.
  5. Develop briefings, talking points, and memos for senior staff.

DECISION MAKING AUTHORITY

Project management decisions about building sector decarbonization initiatives.

Content and structure of strategic workplan.

Need for analytic support/staffing.

When and how to convene senior staff from DOER, MassCEC, and EEA for guidance on policy priorities.

Timing and content of building sector work groups (internal and external).

Project management decisions regarding standing up the Building Decarbonization Clearinghouse.

Developing options for the structure and funding of the clearinghouse in the near, medium and long term.

Resource needs and budget requests.

How to leverage the assets of existing programs and partnerships.

Decisions about which stakeholders need to be engaged when, in what format, covering what content to advance building decarbonization goals.

Decisions regarding building benchmarks and dashboard transparency.

PREFERRED QUALIFICATIONS

At a minimum, this job requires:

Strong grasp of the opportunities and challenges of decarbonizing buildings of all types (residential, commercial, industrial, etc).

Technical knowledge gained from prior work experience or degree in related field is strongly encouraged.

Excellent project management skills, with demonstrated capacity to collaboratively lead new initiatives.

Demonstrated ability to build relationships across multiple organizations.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

  1. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

  1. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

 

  1. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
