Full-Time Manager-Capital Project Engagement – $85K-$155K – MANAG002260
Job Description
Salary range is $85k to $155k, with a midpoint of $120k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
In order to support one of the largest capital programs in the nation, the Capital Project Engagement Manager plans, prioritizes, assigns, supervises, and reviews the work of community engagement staff and manages resources for assigned multi-billion dollar capital projects. The manager establishes schedules and methods for supporting all assigned capital projects; participates in the development of community engagement goals and objectives as well as policies and procedures; and maintains a thorough understanding of the communities within the project geographies in order to build and maintain effective and equitable relationships throughout the duration of Sound Transit’s capital projects.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Manages the day-to-day performance of 2-6 direct reports. Builds and maintains an authentic relationship based on trust and empowerment with direct reports. Sets clear expectations, provides regular feedback on performance, and coaches employees for short and long-term growth. Holds employees accountable for results without micromanaging the tasks.
• Plans, oversees, and directs a communication and public involvement program for multiple large capital projects that meets Sound Transit’s high standards. Ensures that project provides the affected community with clear and transparent communication, inclusive and meaningful opportunities for participation, and responsive customer service. This position works in a matrixed team environment, and this task will require a strong collaboration, leadership and project management skills.
• Assists the Director in creating a workplace environment and culture that supports our values, encourages high performance, and promotes employee engagement. Establishes processes and procedures for the division. Assists in assessing and maintaining morale in the division.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Communications, Public Affairs, Public Administration, Community/Environment and Planning, Urban Planning, or closely related field and five years of experience developing and implementing community engagement and public involvement plans including field work in construction and public involvement in planning and design and three years of leadership, budgetary, planning and workforce management experience; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
Valid state driver’s license.
Required Knowledge and Skills:
• Operations, services, and activities of a community engagement program.
• Methods and techniques of public involvement and community engagement and public involvement.
• Principles and practices of governmental budget preparation and administration.
• Principles of supervision, training, and performance evaluation.
• Operations, services, and activities of the Design, Engineering and Construction Management department (DECM), the Planning, engineering and Planning Design department (PEPD), Safety, and Portfolio Services Office departments, divisions, programs, and functional areas in order to provide community engagement program services.
• Communications, including knowledge of public relations, event planning, marketing, digital and social media disciplines.
• Public speaking principles and techniques for effective presentations to various audiences.
• Public involvement methods and techniques.
• Compliance regulations and standards including NEPA/SEPA.
• Procurement and capital project contract specifications.
• Pertinent federal, state, and local laws, codes, and regulations.
• Public sector procurement and contracting requirements.
• Customer service principles and practices.
• Researching, analyzing, and evaluating new public involvement methods and techniques.
• Methods and techniques of data collection, research, and report preparation.
• Principles and practices of record keeping and records management.
• Principles and practices of program and project development and administration.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Supervising, leading, and delegating tasks and authority.
• Developing and monitoring divisional and program/project operating budgets, costs, and schedules.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Applying principles and practices of community engagement.
• Applying project management techniques and principles.
• Working cooperatively with other departments, Agency officials, and outside agencies.
• Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
• Developing community partnerships.
• Conducting research and analysis and providing appropriate recommendations based on findings.
• Preparing and analyzing complex data and comprehensive reports.
• Responding tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.
• Working effectively under pressure, meet deadlines, and adjust to changing priorities.
• Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state, and federal agencies.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
Physical Demands / Work Environment:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, and extreme noise when working at events and when working in the field.
