The WSLCB Director’s Office is announcing an exciting opportunity for a Management Analyst 5 (Research Analyst) position in Olympia, WA. This position reports to the Research Program Manager.
In this position, you will support the agency’s mission by serving as a management analyst, supporting research projects for all divisions in the agency. You will provide expert level analyses to management, staff and both internal and external customers regarding highly complex, multidimensional issues impacting agency/institution-wide programs and policies. You will perform data analysis, literature reviews, meta-analysis, data and fiscal analysis, report writing, and presentations. In this role, you will also design and maintain both public and internal resource sites, as well as assure the design and usability of required team tools are used to support the team program mission.

Duties
Some of the duties you will perform are:
- Conduct evidence reviews, policy reviews, data analysis, and/or meta-analysis and assist with outcome evaluations and benefit-cost analysis.
- Conduct and/or support sophisticated research methodologies, to include analysis of large state and national datasets, outcome evaluations, and meta-analysis as needed.
- Make recommendations regarding highly complex, unprecedented issues involving organizational change, process improvement and policy development; or issues involving a broad scope and significant impact on outside agencies or institutions, organizations, statewide, and the public.
- Serve as an agency representative for business analysis teams or projects with other entities concerning business operations on behalf of executive management; and presents findings and recommendations to executive management.
- Participate in problem definition, planning, and execution of surveillance and research.
- Participate in the development, implementation, collection, processing, and analysis-of data sets and databases.
- Serving as consultants to executive management, implementing legislative directives, developing policies and procedures, developing, and implementing systems, implementing long-range strategic plans, formulating goals and objectives, resolving customer complaints, and meeting customer requirements.
- Identify problems; analyze and evaluate operating deficiencies or difficulties; provide management with alternatives and recommended courses of action.
- Perform data processing and analysis tasks, such as data organization and management, monitoring data quality, developing documentation, applying statistical and/or data science methods.
- Conduct analysis of program data using statistical software or other systems as applicable.
- Analyze data and employ models and other software to develop research program information which can be used to help drive decision making.
- Write reports, develop charts, graphs, and other visuals to present findings to agency executives and staff, legislators, and other audiences.
- Creating data visualizations.
- Linking and managing multiple large datasets to answer research questions.
- Write reports for presentation of findings to the agency leadership, legislature, and other technical and lay audiences.
- Monitor regulatory activities of partnerships which directly affect LCB policy initiatives and programs.
- Researching, analyzing, evaluating, and making and presenting recommendations to management regarding multidimensional issues which cross departmental lines and do not have readily available solutions.
- Present research findings and recommendations to elected officials and outside organizations; may testify at legislative hearings.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. AND
At least five (5) years of demonstrated professional experience conducting research and analyzing policies, laws, rules, or regulations.
Two of the five years should include experience and/or coursework in the following areas:
- Conducting data analyses with survey or administrative datasets
- Using quantitative methods for program evaluation such as multiple regression analysis, and
- Experience managing research projects
Option 2:
Master’s degree in business administration, public administration, law, public health, health administration, or a related field. AND
At least three (3) years of demonstrated professional experience conducting research and analyzing policies, laws, rules, or regulations.
Two of the three years should include experience and/or coursework in the following areas:
- Conducting data analyses with survey or administrative datasets
- Using quantitative methods for program evaluation such as multiple regression analysis, and
- Experience managing research projects
AND
Experience/skills in the following:
- Managing and organizing multiple datasets.
- Verifying data files and analyses.
- Designing and planning the data workflow on tasks and projects.
- Performing advanced statistical analysis.
- Applying project management skills to independently accomplish own work both as a participant responsible for completing work on project teams and/or as project lead.
- Independently and flexibly managing own workload to meet assigned deadlines. This includes developing own timelines while adhering to broader project timelines, knowing when to escalate issues, and how and when to adjust resources.
- Experience with conducting research, providing analysis, and developing reports.
Preferred/Desired Qualifications:
- Recent work experience or graduate-level training in statistics, meta-analysis, econometrics, or program evaluation.
- Recent work experience or graduate-level training in benefit-cost analysis.
- Work experience in a government setting
