The WSLCB Licensing and Regulation Division is announcing an exciting opportunity for a Licensing Specialist Supervisor position at Olympia, WA. This position reports to the Cannabis Manager in the WSLCB’s Licensing and Regulation Division. The position serves and complements the WSLCB’s mission and goals by educating licensees and future licensees on cannabis laws.

In this position, you will supervise a team of licensing specialist seniors who ensure that licensees meet minimum requirements for licensure and change applications. You will set expectations, monitor progress, and promote staff development. The position will emphasize continuous improvement processes in cannabis licensing.

Duties

Some of the duties you will perform are:

  • Assign work assignments to Licensing Specialist Seniors.
  • Review, approve, and disapprove license applications to ensure files comply with state laws and rules and conform to WSLCB policies and procedures before licenses are issued.
  • Examine non-standard and unusual license applications referred by staff and work with Licensing Management to address those applications.
  • Determine work procedures and methods for determining work flow.
  • Inform staff of changes to laws, rules, policies, and procedures.
  • Assist staff in resolving a wide variety of concerns and complaints as they relate to the licensing process for cannabis applications.
  • Provide guidance to staff related to challenging licensing situations.
  • Collaborate with the training team to develop training related to cannabis licensing.
  • Understand areas where staff are struggling and work with the training team to develop plans to address deficiencies.
  • Help develop the social equity program and integrate diversity, equity, and inclusion in continuous improvement efforts.
  • Participate in and lead special projects, lean activities, and other activities to improve the work.

 

 

Qualifications

Required Qualifications:

Option 1: 

One (1) year of experience as a Licensing Specialist Senior or higher level position.

Option 2: 

Three (3) years of lead or supervisory experience within a regulatory agency.

Preferred/Desired Qualifications:

  • Four or more years of supervisory experience.
  • Four or more years’ experience analyzing data to inform work.
  • An Associate of Arts degree or above involving major study in business or public administration, criminal justice, or related field.
  • Demonstrated skills to effectively motivate staff.
  • Understanding of change management and how to lead staff through significant changes.
  • Strong interpersonal communication skills both verbally and in writing.
  • Knowledge of laws and rules pertaining to licensing and regulating controlled substances.
  • Demonstrated ability to evaluate and resolve complex issues.
  • Ability to read, understand, interpret and apply complex laws, policies and procedures.
  • Ability to maintain positive public relations.
