Full-Time Legislative Program Analyst
Job Description
- Formulate regulatory and legislative proposals across all DMV sections.
- Direct research, development, composition, planning, and implementation of initiatives. Legislative initiatives are strategic and require close monitoring and tracking.
- Draft special provision language and respond to fiscal research inquiries.
- Write/coordinate completion of legislative reports within specified time frames.
- Research and analyze strategic choices/initiatives and make recommendations to further the DMV mission.
- Work with other staff to amend, repeal, and/or adopt directives to ensure that DMV goals are met.
- Manage the DMV administrative rule program.
- Collaborate with internal/external stakeholders to determine the needs of the branches/units of the Division through the gathering and analysis of data to determine the feasibility, functionality, logistical, and financial considerations needed to make programmatic recommendations and justifications.
- Make written recommendations and reports on assigned projects to the leadership of the Division that bring solutions to identified problems.
- Assist in reviewing, researching, evaluating, and recommending relevant grant opportunities (process improvement grants; electronic verification; artificial intelligence), including assisting staff with budget development and other components of the grant application/funding proposal.
- Lead research and development of policies and procedures for DMV business units.
- Knowledge of administrative rulemaking NCGS Chapter 150B policy (uniform system of administrative rule making and adjudicatory procedures for agencies) and process to include Office of State Budget Management (OSBM) fiscal analysis notes and rule revisions.
- Knowledge of policy analysis, legislative practices, and research/evaluation techniques.
- Demonstrated ability to assess the impact of regulations, procedures, and legislative proposals.
- Experience planning, coordinating, directing, and evaluating programs and work.
- Project management experience.
- Teamwork skills to maintain effective working relationships with state, federal/local agencies, and the public.
- Business and technical analysis skills to capture requirements and prepare detailed reports.
- Experience conducting detailed analysis and forecasts.
- Knowledge of program evaluation and organizational management.
- Bachelor’s degree, and
- 3+ years of relevant experience; or
- An equivalent combination of training and experience.
