Full-Time Lead Quality Assurance Engineer

Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship. Some travel may be required.
What will you do?
We seek an experienced Software Quality Manager to lead your QA initiatives at data.census.gov. As a new team member, you will design robust testing plans, integrate automated tools into DevOps pipelines, and supervise daily activities like bug tracking, test execution, and report generation. Your leadership skills can help our QA team grow and succeed, promoting best practices and professional development. Applying your expertise will drive system improvements and conduct root-cause analyses. Stellar communication skills, task prioritization abilities, deadline management skills, and knowledge of federally mandated policies are essential for this role. Working alongside data.census.gov as a potential federal agency partner, we can positively impact software quality, shaping the experiences of millions of users.
Important Note:
This is a full-time proposal position contingent on contract award.
Responsibilities
- Develop and manage testing strategies and plans as part of the release management process, integrating automated testing tools into DevOps pipelines.
- Design, manage, and automate different types of tests, including unit, integration, performance, acceptance, regression, and deployment validation testing.
- Utilize technical expertise to support testing and quality assurance activities, troubleshoot and debug applications as needed.
- Collaborate with cross-functional teams, including project leadership and clients, to identify and resolve software quality issues and determine the best solution for projects.
- Communicate effectively with team members, stakeholders and mentor/coach developers on best practices.
- Ensure compliance with 508 accessibility standards and federal policies, interpreting and implementing directives, and providing guidance on enhancing automated systems.
- Manage resources efficiently, oversee day-to-day processes, estimate testing efforts, and contribute to ongoing training/documentation of quality assurance standards.
Qualifications
- Ten (minimum) years managing software quality programs or activities.
- Knowledge and experience with developing and managing testing strategy and plans as part of a release management process
- Knowledge and experience with designing and managing different types of tests including unit, integration, performance, acceptance, regression and deployment validation testing
- Knowledge and experience with automated testing tools and how to integrate them into release management processes and DevOps pipelines
Nice to Have
- Proficiency in Java and/or Angular frameworks to effectively understand and assess the quality of the codebase.
- Experience in testing Java and Angular applications, including unit testing, integration testing, and UI testing.
- Knowledge of test automation frameworks and tools specific to Java and Angular environments.
- Familiarity with Agile methodologies and the ability to adapt testing strategies accordingly.
- Strong analytical skills to assess complex software systems and identify potential areas for improvement.
