SUMMARY

This is technical work analyzing, comparing, and evaluating friction ridge impressions.

Positions allocated to this classification report to a designated supervisor and work under general supervision.  Work in this class is distinguished from other classes by its emphasis on skilled latent print processing and evaluating friction ridge evidence.

ESSENTIAL JOB FUNCTIONS

Analyzes friction ridge impressions and determines value for comparison and/or makes entries into the Automated Fingerprint Identification System (AFIS) and Integrated Automated Fingerprint Identification System (IAFIS).

Compares friction ridge impressions with known impressions in accordance with established guidelines and accepted best forensic practices.

Evaluates the data and makes appropriate conclusions regarding findings.

Prepares reports and forwards results to appropriate personnel and/or agencies.

Provides expert witness testimony in both state and federal court proceedings.

Performs administrative work to include monthly statistics and other reports as necessary.

Stays abreast of trends and innovations in the field of friction ridge analysis and attends seminars, conferences and meetings related to forensic science.

Attends work on a continuous and regular basis.

EDUCATION AND EXPERIENCE

A bachelor’s degree from an accredited college or university with major course work in Biology, Criminal Justice, Forensic Science, or a closely related field; and one (1) year of experience analyzing and comparing latent print evidence within a law enforcement agency or forensic laboratory.

Or an associate degree from an accredited college or university with major course work in Biology, Criminal Justice, Forensic Science, or a closed related field; and three (3) years of progressively responsible experience analyzing and comparing latent print evidence within a law enforcement agency or forensic laboratory.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver License at time of hire.

Certifications

Certification from the International Association for Identification (IAI) as a Certified Latent Print Examiner must be obtained within eighteen (18) months from date of appointment and maintained as a condition of employment.

Florida Crime Information (FCIC) and Automated Fingerprint Identification Systems (AFIS) certifications must be obtained within three (3) months from date of appointment and maintained as a condition of employment.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the development and recovery of friction ridge impressions.

Working knowledge of the automated fingerprint identification system (AFIS).

Knowledge of the principles and practices of photography as applied to the preservation of latent print evidence.

Knowledge of various chemical and physical processes and related safety requirements.

Knowledge of the laws of evidence, criminal procedure and courtroom procedure.

Skilled in using computers and related software applications.

Ability to make identifications involving complex or complicated patterns, distorted and fragmentary friction ridge impressions.

Ability to process and obtain developed friction ridge impressions from items of evidentiary value.

Ability to provide expert witness testimony in both state and federal court proceedings.

Ability to communicate effectively, both orally and in writing.

Ability to work effectively with co-workers and the general public.

Ability to establish and maintain effective working relationships with representatives of law enforcement agencies and those contacted with the examiner in the course of work.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work outside regular business hours.

Work may require exposure to hazardous chemicals and bio-hazardous evidence within a forensic laboratory environment.
