Full-Time Junior Civil Engineer, Grade 3
Job Description
The City of Worcester seeks qualified applicants for a Junior Civil Engineer, Grade 3 for the Engineering Division within the Department of Public Works, and Parks. Under the direction of the Assistant Director of Engineering, this is a technical and entry level professional civil engineering position in the investigation, design, construction, and maintenance of engineering projects. This position involves performance of technical work requiring the application of professional civil engineering skills and knowledge of engineering projects in the field or office. Assignments are received from a supervisor defining the scope of the work to be performed although the employee uses independent judgement in planning and carrying out work details in accordance with established policies and standard procedures.

ESSENTIAL ELEMENTS:
Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on progress of project and materials used
Create engineering drawings, design simple infrastructure improvements and roadways, set grades and lines for paving, curb and gutter, sidewalk, sewer, drainage, and water construction projects
Prepare estimates for construction and material costs
Perform on-site engineer services for municipal construction projects: direct construction activities, and manage construction schedules and budgets
Perform inspections for DPW&P permits, which may involve subdivisions, sewer connections, drainage connections, installation of private utilities within the City’s right-of-way, and pavement restoration.
Procure field data necessary for preparation of plans and verification of as built conditions
Perform related work as required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of the principles and practices of civil engineering
Working knowledge of modern methods and techniques as applied to the construction and maintenance of public infrastructure and roadways
Skill in performing engineering computations
Skill in conducting engineering research and in writing technical reports of such studies
Ability to design minor public infrastructure improvements, roadways, and sewer systems
Ability determine adherence to engineering specifications on a wide variety of construction jobs
MINIMUM REQUIREMENTS:
Bachelor’s Degree in Civil Engineering, Environmental Engineering, or related field
Experience in engineering and construction management for horizontal construction and utility projects
Experience performing engineering computations and engineering design
Experience performing inspection of public infrastructure and roadways
Excellent communications skills
Valid Driver’s License.
PREFERRED:
Two (2) years of civil engineering work for public roadways and/or utilities
Two (2) years of experience/skill with GIS
Two (2) years of experience in AutoCAD Civil 3D
Two (2) years of experience working with construction materials
Current E.I.T. certification
SALARY RANGE: $30.87 -37.62 hourly, full-time with an excellent benefits package.
