Your opportunity at a glance

The WSLCB Director’s Office is announcing an exciting opportunity for an IT Project Management – Senior Manager at Olympia, WA. This position reports to the Agency Deputy Director within the Director’s Office of WSLCB.

In this role, you will collaborate closely with executive, senior and mid-level business managers within WSLCB as the Director of the Board’s Project Management Office. Additionally, you will collaborate with the IT Applications Manager, IT Operations Manager, and IT Project, Product & Portfolio Manager to advance the Board’s Strategic Plan. You will serve as the highest-level technical authority for IT Project Management services and manage other non-IT agency projects.

Duties

Some of the duties you will perform are:

  • Mentor, train, coach, counsel, and motivate project staff to achieve high performance.
  • Ensure that project staff have the information, resources, and authority to complete assignments and meet documented expectations.
  • Consistently communicate project decisions and priorities to the project teams, seeking input and feedback whenever possible.
  • Establish the value proposition of project management within Traceability Project, including Control and Consistency; Accountability; Validation; and Execution.
  • Develop, implement, and maintain project management strategies and guiding principles that align with the agency’s operational goals and objectives in the following areas: Scope management; Work Plan Development; Deliverables/Artifact Management; Project Risk Management; Issue Management; and Status Reporting.
  • Establish project management standards and best practices that support a holistic view of the agency’s strategies, processes, information, and technology assets.
  • Evaluate project management processes, procedures, and tools, and identify opportunities for continuous improvement. Where there are gaps, develop, implement, and maintain new ones.
  • Establish metrics and key performance indicators to measure progress and compliance with scope, schedule, budget, and expected project outcomes.
  • Identify project goals and objectives to ensure delivery of expected results can be both achieved and sustained ongoing, including any trade-off decisions that may be required.
  • Create project plans that define project scope, schedule, and budget.
  • Develop and/or adapt project implementation methodologies that best meet project goals and objectives given the situation at hand, including change control.
  • Manage resources to ensure project milestones and activities are on schedule.
  • Identify risks and issues, including facilitation of discussions to remove obstacles, mitigate or remove risks. Escalate when appropriate.
  • Identify projects tasks that are dependent on each other and reduce inefficiencies or redundancies that prevent maximum resource utilization.
  • Establish metrics and key performance indicators to measure progress and compliance with project scope, schedule, budget, and expected outcomes.
  • Facilitate retrospectives aimed at replicating project successes, preventing project failures, and continuously improving the quality of project outcomes.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1: 

A Bachelor’s degree or above in Management, Business, Computer Science, Information Technology or other closely related field AND

Nine (9) years of progressive professional experience in a wide range of technical disciplines such as systems analysis, quality assurance, system administration, network administration, software development/configuration, hosting, and cyber security.

 

Four (4) years of the above experience needs to be specifically managing complex IT projects using PMBOK standards and principles.

 

Experience may include a combination of following:

  • Advanced knowledge and progressive experience in IT project management.
  • Working level knowledge of WaTech investment planning and gated funding process.
  • Working level knowledge and experience in IT project management methodologies, practices, tools, and techniques such as Agile, Scrum, Kanban, Lean, Waterfall, Sig Sigma and PMBOK.
  • Advanced knowledge and experience in Organizational Change Management methodologies, practices, and techniques such as ADKAR or PROSCI.
  • Advanced knowledge and technical proficiency in project management software such as Azure DevOps (ADO), Microsoft Project or Trello.
  • Advanced knowledge and progressive experience establishing enterprise level IT Project Management governance frameworks.

 

Option 2:

An Associate’s degree in Management, Business, Computer Science, Information Technology or other closely related field AND

Eleven (11) years of progressive professional experience as listed above. Four (4) years of this experience needs to be specifically managing complex IT projects using PMBOK standards and principles.

Option 3:

Thirteen (13) years of progressive professional experience as listed above. Four (4) years of this experience needs to be specifically managing complex IT projects using PMBOK standards and principles.

Preferred/Desired Qualifications: 

  • PMP Certification from an accredited institution, e.g., Project Management Institute (PMI)
  • Certified Change Management Professional (CCMP)
  • Washington State Department of Enterprise Services (DES) Procurement and Contract Management training
