The primary purpose of this Procurement Manager position is to provide leadership and expert procurement knowledge to the staff resources of the Business Relations Management and Customer Service (BRMCS) IT Business Office (ITBO) supporting a diverse and dynamic business operation. The ITBO oversees multiple business components, and this position provides the leadership and administrative direction in the development of procurement processes, procedures, and systems that contribute to successful business operations. This position works independently and reports directly to the BRMCS Director and is responsible for the supervision of staff performing duties relative to the contract administration, purchasing, budgeting, and accounting activities for all Information Technology activities at NCDOT.

 

Duties include, but are not limited, to:

  • Manage and ensure IT procurement policies and strategies are met to optimize technology investments.
  • Oversee the procurement process from requisition to delivery.  Provide expert knowledge and guidance through the quote/bid process, equipment, materials, services, and supplies by reviewing specifications, evaluating quotes/bids, and making recommendations for awards in accordance with State of North Carolina laws, rules, and regulations.
  • Use, develop and maintain policies and procedures for the DIT- Transportation BRMCS Information Technology Business Office.
  • Keep informed of the ever-changing commercial markets, especially in the areas of new technology commodities and/or services and product changes affecting quality and pricing.
  • Track, review orders, and take necessary action to ensure modifications and/or approvals are completed timely and accurately.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience with procedures and/or regulations of the State of NC for procurement and/or purchasing such as procurement-related statutes, administrative codes, and E-procurement guidelines or similar processes
  • Experience developing, editing, reviewing, and/or revising IFBs (Invitation for Bid), RFQs (Request for Quote), and/or RFPs (Request for Proposal) of varying complexity
  • Experience in contract negotiation and awards

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Experience of SAP finance, Ariba, and procurement policies and procedures.
  • Professional demeanor; establishing rapport and working well with others.
  • Experience with Microsoft Office Suite

 

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an ‘equivalent combination of education and experience.’ If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in business from an appropriately accredited institution and five years of progressive procurement experience, one year of which must be of a supervisory nature; or an equivalent combination of education and experience.
