Full-Time Inter‐American Tropical Tuna Commission (IATTC) Policy Support
Job Description
Ocean Associates Inc. (OAI) is seeking applicants to provide Support services to the NMFS West Coast Region (WCR) Sustainable Fisheries Division (SFD) Highly Migratory Species (HMS) Branch through the preparation of rule-making documents (rules, decision documents, National Environmental Policy Act (NEPA) analysis), assisting and carrying out activities related to specific domestic and international fishery management issues and problems, and collaborating with staff in the WCR. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services and stakeholder engagement, supporting government contracts.
Tasks
Key tasks include the following:
- Support the development of rulemaking packages required for proposed management actions related to fisheries, habitat, and protected resources, in conformance with the requirements of the Magnuson‐Stevens Fishery Conservation and Management Act, Endangered Species Act, Marine Mammal Protection Act, NEPA, the Tuna Conventions Act, and other applicable laws. Tasks may include, but are not limited to, drafting proposed Federal Register notices, Decision Memoranda, Issues Advisories, and NEPA analyses.
- Work with staff of the HMS Branch on assignments related to fisheries management and policy such as in the preparation of briefing papers and/or policy documents and reports for Pacific Fishery Management Council and Agreement on the International Dolphin Conservation Program (AIDCP)/Inter‐American Tropical Tuna Commission (IATTC) meetings.
- Maintain and prepare correspondences to the IATTC secretariat and region stakeholders.
- Coordinate and oversee data submissions related to IATTC and any associated task.
- Assist where necessary in meeting planning and logistics.
- Participate (as a non‐voting member) on committees and in meetings related to the performance and duties listed above.
- Provide the HMS Branch Chief with an overall review of committee goals, duties, and progress, and meeting results.
Start Date: As soon as possible
Salary: This is a full-time position with a generous benefit package. $32 – $38 per hour DOE
Location: West Coast Regional Office in Long Beach, CA
Travel: Travel is expected
Requirements
- Bachelor’s degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of this task order with emphasis in fisheries, oceanography, social science, natural science, mathematics, or hydrology.
- Experience in policy and analysis related to fisheries or other renewable natural resources.
- Ability to articulate, both in the written word and orally, biological and policy information to non‐technical audiences.
- Ability to work closely with people from diverse scientific and technical backgrounds.
- Ability to work independently, and be solution‐oriented and a self‐starter.
- Experience preparing regulations is preferable.
