The Infrastructure Field Services Technician performs responsible technical work in the inspection and management of Cary’s capital construction projects and in the interpretation and enforcement of applicable code requirements for all development within the Town.

Work is performed under the regular supervision of the Infrastructure Field Services Supervisor.

Typical Tasks

  • Schedules and conducts inspections of Town infrastructure including water lines, sanitary sewer lines, pump stations, force mains, streets, greenway and sidewalks, storm drainage and capital construction projects for compliance with plans, specifications and standards;
  • Holds pre-construction conferences; verifies project status through project completion and acceptance;
  • Monitors capital construction projects for compliance with NPDES permit regulations; Monitors erosion control BMPs for capital construction projects;
  • Ensures that record drawings are submitted and reviewed for accuracy and completeness to be entered into the Town’s GIS mapping system;
  • Verifies that record drawing accurately depicts size, quantity, and lengths of infrastructure to be added into fixed assets;
  • Provides adequate project supervision and coordination between other town departments and contractors;
  • Handles public inquiries and complaints concerning streets, driveways, storm water control, grading, water and sewer projects; notifies appropriate officials of non-conformance of related Town ordinances;
  • Serves as liaison between the designers, the contractors, and the public as well as outside agencies involved in the project;
  • Interprets the contact drawings and specifications; works with Contractors to ensure they perform work per the approved documents, answers questions from contractors;
  • Assists in resolving issues when confronted with unanticipated or changed field conditions; Rejects or accepts work performed by contractors;
  • Coordinates construction with other town departments;
  • Ensures and verifies that permits have been issued for water and sewer extensions prior to construction;
  • Verifies that construction quantities for payments-in-lieu, letters of credit, bonds, etc. meets outstanding work to be performed;
  • Maintains inspection records, permits, plans and related documents on file;
  • Makes recommendations for engineering design revisions based on field conditions; Drafts and evaluates change orders;
  • Verifies bacteriological samples for new water systems;
  • Maintains project records and keeps a log book including tracking certificates of occupancy when required;
  • Reviews engineering estimates for financial guarantees and sets up files; Holds monthly progress meetings and generates and distributes minutes; Reviews shop drawings and maintains shop drawing log;
  • Monitors project schedules and alerts management as needed; Schedules and evaluates geotechnical testing;
  • Reviews payment requests verify quantities for payment and sign pay applications for Capital projects.
  • Ensures engineering certifications, payment of fees, dedication of right of ways and easements prior to acceptance;
  • Prepares punch lists and reviews status for completion; Schedules and performs end of warranty inspections; Conducts functional fire protection testing;
  • Prepares and distributes project completion letters; Performs other job-related tasks as required.

Knowledge, Skills and Abilities

Thorough knowledge of construction practices, techniques and equipment relating to public works and utilities; thorough knowledge of construction testing and evaluation; thorough knowledge of related ordinances and engineering principles and specifications; thorough knowledge of engineering principles and practices; ability to read and interpret plans, specifications, codes and ordinances and to compare them with various aspects of construction in progress; thorough knowledge of OSHA regulations and requirements, ability to detect errors in construction projects; ability to establish effective working relationships with Town officials, contractors, property owners and others to effect satisfactory compliance with specifications and standards; ability to maintain accurate records; ability to manage projects; ability to work with computers.

Minimum and Preferred Qualifications

EDUCATION AND EXPERIENCE:

Requires any combination of education and experience equivalent to an associate’s degree from a community college in engineering technology and considerable experience in the construction field.

PHYSICAL REQUIREMENTS:

Work in this class is light to moderately active. Inspections work requires the physical ability to move about freely including the ability to walk over unimproved terrain, climb in and out of tight spaces, climb ladders, stoop, kneel, etc. Visual acuity is necessary in order to be able to read plans, read typewritten and handwritten materials, and observe work in the field. An employee must be able to talk and hear in order to communicate with contractors, the general public and others. Work may include exposure to adverse weather conditions.

SPECIAL REQUIREMENTS:

Requires a valid driver’s license with an acceptable driving record.

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
