Minimum Qualifications of Education and Experience
Expected starting salary is $34.59 to $46.18. Full salary range is $34.59 to $57.77.
Bachelor’s degree from an accredited college or university in computer science, business management or related field and three (3) years of hands-on experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Required Special Qualifications:
Business Analyst Certificate required within 1 year of employment.

Desirable Qualifications:
IIBA Certification.

Nature of Work
Under minimum supervision, works with stakeholders from assigned business units and related third parties to review, assess, define, develop and document business processes, management systems, and business information systems.  Functioning in a liaison capacity, incumbents combine business-planning expertise to analyze and translate departments’ business requirements into system deployment and/or business process changes. The Business Analyst works as a change agent to help facilitate effective deployments/modifications to current practices. The Business Analyst’s focus is on the effective use of resources, both people and technology, in the execution of the Department’s business mission. The Business Analyst is responsible for working with their assigned business units to establish a strategic technology plan. Manages small to medium projects and is accountable and responsible for overall coordination, status reporting, and stability of project-oriented work efforts.
Examples of Work
  • Acts as a liaison between departmental end-users and technical analysts, consultants and other governmental units in the analysis, design, configuration, testing and maintenance of IT systems
  • Consults with functional units to identify, define and document business requirements, business functions, business processes and objectives, operational procedures, problems, system requirements, and security needs
  • Identifies and analyzes opportunities for improving business process through information systems and/or procedural changes; assists in the preparation and development of proposals and requirements for, new systems and enhancements to existing systems
  • Conducts change impact analysis to assess the potential implication of changes. Coordinates the implementation of new systems or changes to existing systems.
  • Participates in user acceptance testing and testing of new system functionality. May assist in training of new processes, systems or procedures, and applicable documentation
  • Researches and stays abreast of new technologies within area of technical and business area specialty
Knowledge, Skills and Abilities Required
  • Considerable knowledge in working with project work plans
  • Considerable skill in creating high level business requirements and functional requirements
  • Skill in working successfully with people, leading teams and coordinating project activities
  • Skill in communicating effectively and fostering communications among team members from all areas of the enterprise, business unit, IT staff, vendors, external agencies and partners, using written and oral communication skills
  • Skill in creating and maintaining clear and concise documentation
  • Ability to acquire subject matter expertise in the functions and activities of the assigned department, including applicable laws, rules, regulations, procedures and technical operations
  • Ability to research, analyze and make recommendations on business processes and procedural practices
