Full-Time Impact Management & Monitoring Specialist (Climate)

Job Description

Introduction:

This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Impact Management, Monitoring & Learning (IMML) Division. As an Impact Management and Monitoring Specialist, you will be responsible for assessing the developmental impact of projects seeking DFC support and those in DFC’s portfolio globally. This position will assess and track the impact of DFC’s climate projects.

Major Duties:

  • Analyzes development impacts of proposed DFC projects prior to commitment and provides recommendations on how to maximize development impact, including attending screening meetings and engaging with investment and client teams during due diligence.
  • Evaluates the potential positive social and environmental impacts of each project.
  • Develops impact score for projects by identifying appropriate metrics to capture the potential positive social and environmental impact of each project, following DFC’s Impact Quotient (IQ) methodology and guidelines and informed by research conducted and client-level information.
  • Provides insights into ongoing monitoring of projects and conducts site visits, helping identify whether projects are on/off track to accomplish key impact outcomes and provides recommendations for adjustments where needed.
  • Develops high-quality written and oral reports outlining finding and recommendations regarding impact assessment.

Qualifications:

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to 1) Analyze anticipated development impacts of international development, impact investing, and/or international finance projects; 2) Prepare impact assessment reports for international projects in alignment with global impact measurement and management standards/metrics; and 3) Deliver high-quality presentations on impact assessments to relevant stakeholders.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Information:

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee’s duty location.

This position is eligible to be 100% remote. Applicants are encouraged to select “location negotiable” as their preferred duty station, if they are interested in a remote opportunity. The option to work out of the DFC’s office in downtown Washington, DC is available to candidates who are interested. If applicants select Washington, DC as their preferred duty station, the selectee will be expected to report to the office and follow the agency’s telework policy.
