Christie Ossington Neighbourhood Centre is looking for a dynamic Human Resources Manager to be the primary partner and support to the business. The successful candidate will work closely in the implementation of processes, policies and programs that drive organizational effectiveness, performance management and employee development. As a trusted advisor to the business, you will support the development and implementation of HR strategies to support growth and transformation across the organization. As the HR Manager, you will need to have a willingness and ability to drive HR strategy work by partnering with our senior leadership, helping them build and develop their teams. You will foster strong collaboration with your peers in cross-functional groups to design and execute multiple HR strategies from staffing and compensation to culture and performance management.
Responsibilities and Duties:
- Manage all areas of HR, including but not limited to compliance, health & safety, total rewards & benefits, training and development, recruitment, organizational effectiveness, performance management, succession planning, leadership coaching, HR policies/employee handbooks, etc.
- Participate in activities to maintain a healthy and productive work environment, such as coaching and development planning, investigating, and resolving labour relations issues, hiring and retention of talented employees, and encouraging open, productive dialogue between managers and employees.
- In partnership with business leaders, develop and implement a talent plan that ensures the organization has the right talent to deliver on financial commitments, consistent team performance and a sustainable talent bench for business growth.
- Contribute to the continued improvement of HR programs, processes, and planning within the agency.
- Establish, build, and maintain strong relationships with employees to ensure all elements of HR are successfully coordinated to meet and exceed business needs.
- Support full-cycle recruitment and talent acquisition, such as postings, job descriptions, resume review, phone screens, reference/background checks and offer letters and managing the onboarding process for new employees including providing new hire documentation.
- Responsible for managing and maintaining employee files and ensuring all required documents are received and filed accordingly i.e., employee agreements, status changes in employment, benefit records etc.
- Maintaining and updating the Employee handbook with any new policies or changes in legislation.
- Maintain the HR document database and provide support in document administration.
- Handling confidential and highly sensitive information regarding employee concerns and information
Additional Responsibilities:
- Remain current about professional and technical knowledge/standards and emerging trends in HR, employment law, etc.
- Responsible for collection, analysis and reporting of workforce related metrics as required.
- Some flexibility to work or attend meetings in the evening and/or weekend(s) may be required a few times a year.
- Contribute to a variety of projects in support of the annual operating plan.
- Support cross-departmental collaboration, contribute with enthusiasm to agency initiatives, and embody the values of CONC as part of our unique communities.
- Other duties as may be assigned.
Qualifications:
- Degree in Human Resource Management, Labour Relations, Business, or a related field.
- CHRP designation or working towards designation required.
- 5 years of progressive work experience in human resources within a unionized environment, with 3 years at the management level, or equivalent.
- Experience in the non-profit sector and/or shelter/housing sector is required.
- Labour relations experience, including the interpretation, application and administration of collective agreements and collective bargaining is preferred.
- Knowledge of applicable legislation (ESA, OLRA, OHSA, OHRC, Pay Equity Act, etc.).
- Ability to travel to all shelter locations across the City of Toronto as may be needed when meeting with employees.
- Strong attention to detail, analytical, problem-solving, and organizational skills, with a proven ability to prioritize and meet deadlines.
- Excellent communication and interpersonal skills and judgement, with a demonstrated ability to deal with sensitive or confidential matters with discretion.
- Administratively skilled in MS Office products and good overall technical abilities
- Experience with Human Resources Information Systems (HRIS) is required, preferably using ADP Workforce Now.
- Proven ability to work independently and collaboratively in a team environment.
- Strong negotiation, communication and interpersonal skills are required.
- Skilled in organization of work, time management, oral and written communication, and documentation skills.
- Presentation of a current criminal record check.
