Introduction

The Talent Acquisition team in the People Services and Strategies department is looking for a talented classification and compensation analyst. The ideal candidate will demonstrate the ability to adapt to changing priorities while managing a high-volume of core work and ad hoc requests and able to work independently and as a part of a team, while practicing discretion with confidential information.

This high-touch position engages with internal customers at all levels and across all parts of the SMUD. This position will work on a team that develops and implements tailored human resources processes to deliver strategic business objectives and outcome. Purpose

Provides professional analytical support and consulting services to business units in a variety of human resource areas including benefits, classification, compensation, labor/employee relations, workers compen- sation, learning and development, salary administration, organizational effectiveness, recruitment, examination and employment to ensure that assigned HR program results support the Districts strategic objectives and comply with applicable District, state and federal human resources laws, rules, regulations and MOU requirements.

Nature and Scope: This classification is comprised of two levels: Level “E” is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level “J” upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program.  If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.

Major Duties & Responsibilities

  • Provides the District with well-defined jobs and positions in compliance with all applicable District standards and federal and state and laws and regulations; performs job and position classification studies by collecting, analyzing and interpreting job/position information; performs job audits; develops job/position classifications and descriptions; allocates positions to job classifications; prepares classification reports and confers with management, supervisors, labor relations unit and employees.
  • Ensures competitive, credible, cost-effective, readily understandable, legally appropriate and administratively efficient compensation programs for all levels of District employees; develops and implements standard and specialized compensation programs by developing and conducting custom compensation surveys; analyzes and interprets market survey data; generates summary statistics; conducts job evaluations; recommends job or employee pay level modifications.
  • Provides District management with prospective job candidates who meet District standards for competence, experience, diversity, knowledge and skill; establishes employment, recruiting and selection plans by analyzing District jobs for compliance with federal regulations and District policies; develops selection instruments, including written, oral and performance examinations, supplemental applications and rating guides; assesses candidate qualifications; identifies credible candidates; maintains all relevant documentation and records.
  • Ensures that District programs are in compliance with all applicable laws and regulations; develops, monitors, and reviews District policies and procedures related to classification, compensation and employment programs and interprets and applies District, state, and federal human resources laws, rules and regulations.
  • Establishes and maintains work plans in coordination with clients by establishing work schedules; monitors the progress of assignments; provides periodic status updates and revises work plans as necessary.
  • Provides administrative support of assigned workers compensation programs, including the Light Duty Program, Rehabilitation Program, the on site physical therapy and wellness programs and/or other related programs by reviewing and processing claims for injured employees; coordinates the provision of effective medical care for injured employees; assists in the monitoring of injured employee status through return to work or disability retirement; provides communications to employees; maintains all relevant reports and records.
  • Assists in the development and implementation of workers compensation programs by analyzing the applicability of various program features for District employees; recommends additions and modifications to current programs; adheres to program procedures; assists in the implementation.
  • Provides analyses and recommendations for modifications on existing program features by researching and reporting on programs trends and competitive practices; reviews legislative impacts on current programs; conducts surveys and/or participating in surveys conducted by others; conducts cost analyses of negotiated modifications; monitors program providers for compliance with contracts.
  • Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedules as outlined in the project plan/contract. To support the overall achievement and completion of department projects.
  • Performs related duties as required.

Minimum Qualifications

Education: High school diploma or equivalent.

Experience: Three (3+) years of progressively responsible relevant work experience functioning as an Human Resources Analyst in one or more of the following areas: Job/Position Classification; Compensation; Recruitment and Selection.

Knowledge of: Methods and techniques to interpret and apply federal, state and local laws, codes, regulations, ordinances and standards relating to human resources activities; District policies, rules and procedures as related to human resources; principles and practices of human resources methods, policies, procedures, processes and programs; principles, procedures and practices related to job evaluation, position and job analysis; princi- ples of recruitment and selection; training and presentation in training curriculums; principles, procedures and practices related to workers compensation claims management and processing; systems and concepts related to test development and validation methods; principles and practices for contract management; modern office practices and proce- dures; safety policies, practices and procedures; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

Skill to: Develop strategies associated with human resources processes; analyze, interpret and document human resources standards, policies, procedures, processes and programs; understand and interpret laws, regulations, MOUs and other agreements; apply and implement job classification, job evaluation, job analysis, recruitment, selection and performance evaluation system functions; analyze and classify jobs/positions according to professionally accepted methods and standards; identify and assess training needs; apply job evaluation methods to determine appropriate salary levels for jobs/positions; evaluate, understand and explain employee programs; serve as a support person and consultant to management; schedule and prioritize own work assignments to meet expected timeframes; serve as reference person for other employees; utilize a personal computer and/or computer terminal, systems and software relevant to the job communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Desirable Qualifications

  • BA/BS degree from an accredited college or university majoring in Public or Business Administration, Industrial Psychology, or related field or equivalent experience.

Licenses/Certificates

Certification in Human Resource function(s), i.e., CCP, IPMA-CS, SHRM, CPS or equivalent.
