The Department of Community Justice (DCJ) invites dynamic Human Resources professionals to join its team!  As a HR Background Investigator (Human Resources Analyst 1), you will produce high quality background reports that fairly represent the character and work experience of potential employees and assist with the onboarding of new staff, and other human resource functions.

 

In this role, you will conduct background investigations objectively, fairly, and consistently within Department and County guidelines, and applicable local, state, and federal laws.  We are committed to hiring the most qualified applicants to compose a workforce that is representative of all of the elements of the community we serve.  Background investigations are done to ensure that our employees are law abiding, honest citizens. Reviewing the candidate’s employment history, education, criminal and driving records, personal and professional references, integrity, and overall suitability assures us that we are hiring the right employees for the work performed in this department. Primary responsibilities of the role include: 

  • Conduct, research and analyze information gained during detailed and inclusive background investigations on all DCJ regular, temporary, on-call or paid intern/employee candidates.
  • Create a detailed summary and risk assessment to management on the candidate’s suitability for hire.
  • Maintain and retain all background investigation materials per Multnomah County and State rules and retention schedules.
  • Track and maintain and update all relevant business processes.
  • Facilitate and administer Criminal Justice Information Systems (CJIS) and Department of Human Services (DHS) background check processes for employee candidates including fingerprinting.
  • Identify and assist with problem solving areas of improvement within HR functional areas.
  • Conducting annual records check for all employees.
  • Ensuring investigations and audits are consistent with employment law, labor contracts, state and federal laws, Multnomah County personnel rules, and agency policies.
  • Respond to inquiries from management, supervisors, applicants and employees regarding pre-employment policies, union contracts and state statute.
  • Create, maintain and analyze position and job management in Human Resources Information System (Workday).
  • Participating in team or group events including HR Operations meetings, project planning meetings, committees, etc. to support DCJ and County needs.

The Department of Community Justice (DCJ) is recognized as a national leader in both adult and juvenile community justice. DCJ routinely consults and makes use of evidence-based practices in our program and policy development. The Department’s commitment to data-informed decision-making has led DCJ to make smart investments of taxpayer dollars in supervision, sanctions, and services for the county’s highest risk and highest need justice-involved individuals. Every day, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. TO QUALIFY:

We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills*:

  • Equivalent to a Bachelor’s degree with major course work in Public Administration, Human Resources Administration, Business Administration, or a related field. In lieu of a degree, we will consider equivalent related working experience, training and/or practical experience.
  • One year of increasingly responsible administrative support experience.
  • Must pass a thorough background investigation, which includes fingerprinted prior to employment.
  • Must be able to travel to various offices/buildings throughout Multnomah County in a timely fashion.

 

Preferred Qualifications/Transferable Skills*:

You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • LEDS (Law Enforcement Data Systems) certification
  • DOC400, eSWIS and eCourts database experience
  • Intermediate level experience in Workday
  • Advanced level training & experience with Google Workspace (e.g. Gmail, Google Docs, Google Sheets, Google Slides, Google calendar etc).
  • Advanced level with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Access, etc.).
  • Experience maintaining confidentiality and sensitivity of information encountered through job related activities and actions to employee records.
  • Experience working in a law enforcement, criminal justice, or corrections environment
