Full-Time Housing Program Coordinator (Staff Assistant III)
Job Description
The City of Worcester is seeking qualified applicants for a Housing Program Coordinator (Staff Assistant III) for the Economic Development Department. The Housing Program Coordinator is responsible for the administration and monitoring of Federal Housing and Urban Development (HUD) Community Development Block Grant (CDBG) housing funds and HOME Investment Partnerships Program.

ESSENTIAL ELEMENTS:
- Client facing representative of various housing rehabilitation programs of the Housing Division.
- Responsible for the administration and monitoring of Federal Housing and Urban Development (HUD) Community Development Block Grant (CDBG) housing funds and HOME Investment Partnerships Program.
- Responsible for the administration and monitoring of Massachusetts Department of Housing and Urban Development’s housing rehabilitation programs.
- Meet and communicate with clients to explain program requirements and receive and review applications to determine eligibility to participate in a department-sponsored housing program.
- Perform underwriting and conducts environmental review; prepare contracts, local documents, and project management case files.
- Coordinate with various city staff departments including Budget, Treasury, Department of Inspectional Services, Department of Public Works, and others.
- Assume neighborhood planning initiatives, data collecting and mapping tasks (i.e., Union Hill Neighborhood Revitalization Initiative and Green Island Slum & Blight etc.).
- Attend training seminars and meetings to maintain knowledge of changes in local, state, or federal laws/regulations pertaining to housing renovation or rehabilitation programs and related grant requirements.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of local, state, and federal (HUD) rules and regulations pertaining to housing programs including 2CFR and Environmental Review, Davis Bacon and other federal regulations.
- Knowledge of office software, the Internet, social media, and web site technology in support of department operations.
- Ability to work independently and to interact effectively with dissatisfied members of the public, local officials, and department personnel
- Ability to manage multiple tasks in a detailed and organized manner
- Ability to communicate effectively and tactfully, both orally and in writing, with department employees, developers, homeowners, and state or federal officials
- Ability to prepare detailed, accurate reports
- Ability to formulate detailed and accurate strategic plans and to evaluate the performance of department programs.
- Proficient skill in the operation of a personal computer and the application of office software including word processing, spread sheet, and data base management applications
- Proficient skills with the use of the internet, social media, and web site technology
- Proficient customer service, written and oral communication skills pertaining to housing program rules and regulations
- Effective organizational, critical thinking skills, and attention to detail
MINIMUM REQUIREMENTS:
- Bachelors degree in Public Administration, Business Administration, Construction Management or related degree, or an equivalent master craftsman level of trade knowledge in a related field; OR,;
- In lieu of the above-mentioned requirements, an equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered
- Three (3) years related work experience preferably in housing renovation
- Excellent communication skills
PREFERRED QUALIFICATIONS:
- Two (2) years of related work experience preferable in public administration and/or business administration
- Two (2) years of experience with project or case management related to housing.
- Two (2) years of experience communicating and working with populations diverse in language, socio-economic status, race/ethnicity and/or cultural backgrounds
- Experience managing multiple projects within condensed timelines
SALARY RANGE: $29.45 – $35.90 hourly, full-time, with an excellent benefits package
