The Equity & Inclusion Division — Race Ethnicity, Language Disability, & Sexual Orientation and Gender Identity (REALD & SOGI) Section is hiring a Health Equity Data and Policy Advisor (Operations Policy Analyst 4).

The primary purpose of the Health Equity Data and Policy Advisor (Operations Policy Analyst 4) will be to lead the development and implementation of a data-informed equity policy decision-making process within OHA and ODHS. This role centers on data analysis, and use of quality REALD & SOGI data to inform equity policy recommendations and decisions.

MINIMUM QUALIFICATIONS
A bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical, and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

WHAT WE ARE SEEKING:
Prefer master’s degree in Public Policy, Public Health, Public Health Administration, or a related advanced degree in Statistics, Epidemiology, Data or Policy Analysis. We are looking for someone with knowledge and experience in analyzing different data sets to inform policy decisions, policy evaluation, and someone familiar with OHA or state-level data systems. The ideal candidate will have experience in collecting, analyzing, and disseminating quantitative data on race, ethnicity, language, disability, sexual orientation, and gender identity from various public health or health-related data systems and sources, including compliance with federal guidelines. Additionally, we prefer candidates with knowledge and experience using innovative research methods, conducting intersectional analysis, and demonstrable experience working with quantitative public health or healthcare-related datasets of varying sizes and complexities housed in diverse data platforms. Experience and knowledge of Medicaid programs, program evaluation and the development and implementation of health care quality metrics.

This position is in Portland, Oregon and may require travel to Salem, Oregon and around the state and will be a hybrid mix of in office /remote work. Candidates will need flexibility to come into the office a few days a week.
