Salary 

£71,000 – £93,000 dependent on skills and experience. More may be available for an exceptional external candidate. 

Summary 

DE&S Background

DE&S has a pivotal role in supporting the UK’s Armed Forces. Headquartered in Bristol, DE&S is part of the Ministry of Defence (MOD) but operates as an arm’s length body with unique trading status, which allows the organisation to operate in a more commercial way.
DE&S works closely with the Royal Navy, Army, Royal Air Force, Joint Forces and MOD Head Office to deliver some of the world’s most complex projects. Over the next ten years the organisation will deliver £157 billion of the MOD’s £178 billion Equipment Programme, procuring new military equipment and services and providing in-service support and managing global logistics to ensure equipment is ready for use, where and when needed. All submarines business is now led by the Submarine Delivery Agency, which is separate from DE&S.

The annual operational expenditure for 2017/2018 was £1 billion, with a £13.9 billion equipment programme spend split between equipment support (£7.7 billion) and equipment procurement (£6.2 billion).

DE&S History

DE&S was created in April 2007, born out of the integration between the Defence Procurement Agency (DPA) and the Defence Logistics Organisation (DLO), acknowledging that changes were required to improve the MOD’s acquisition performance. This has combined DPA responsibilities for buying military capability (materiel, equipment and services) with those of DLO for supporting the armed forces throughout the lifecycle of an operation or exercise (training and deployment, maintenance and upgrade and supply chain operations).

In 2014 DE&S became a Bespoke Trading Entity (BTE), operating as an arm’s length body within the MOD. This new status has given DE&S a strengthened customer-supplier relationship with the military and facilitates a more business-like approach. The organisation also has a set of management freedoms that are unique across Government, which recognise the specialist nature of the organisation and what DE&S delivers. Set within an operating cost envelope designed to drive efficiencies, the freedoms allow changes to be implemented outside of Government norms, particularly around the management of people. 

Job description 

Applicants will be considered for the following portfolios of work:

Head of A400M & Voyager Portfolio

This role is accountable to Director Air Support for the leadership of a team of ~140 across 3 main UK sites for the acquisition and support of the A400M strategic and tactical airlift and the Voyager Air to Air Re-fuelling (AAR) and transport capabilities. Annual budget of £650M with a running cost of £20M. This role acts as the UK representative on the A400M 6 Nation Programme Committee. A400M entered operational service in September 2015 and is due to declare Full Operating Capability in 2025, Voyager is a £10.5Bn Private Finance Initiative programme that runs to 2035.

Head of Typhoon Portfolio

This role is accountable to Director Combat Air for the leadership of a team of ~325 based across 3 main sites in the UK delivering acquisition and through life support services to the Royal Air Force Typhoon Force and the Battle of Britain Memorial Flight (BBMF) fleet of historic aircraft. Annual budget of £1Bn equipment programme costs and £49M operating costs. The role acts as UK Head of Delegation to the Board of Directors of the four-Nation NATO Eurofighter Management Organisation.

Head of UK Military Flying Training System (UKMFTS) Portfolio

This role is accountable to Director Combat Air for the leadership of a team of ~185 with an operating budget of £17M. The Team is spread across 5 military airfields and in Bristol delivering flying training acquisition and support services to the Royal Air Force as primary customer and Royal Navy and Army as key stakeholders through the £3.5Bn UK Military Flying Training System portfolio. The role operates from a combined headquarters alongside the Royal Air Force customer and an Industrial Delivery Partner in Building 1300, Parkway, Bristol. The portfolio covers 9 aircraft types operating from 5 airfields across the UK. The role acts as Head of Establishment for Building 1300. 

Responsibilities 

The following responsibilities, whilst not an exhaustive list, are required for successful execution of the role:
• Overall leadership and management of the portfolio of working through the delivery of projects, services and capabilities in accordance with approved time, cost and performance parameters and Command Acquisition Support Plan (CASP) commitments
• Leadership, line management and governance of a multidisciplinary delivery team of military, civilian and contractor personnel
• Establishing strong and enduring relationships with customers i.e. front-line commands and industry partners, as well as influencing key portfolio stakeholders across Government
• Drive continuous improvement in the delivery of team outputs, including the implementation of DE&S tools, processes and behaviours, maximising synergies and efficiencies in the delivery of the portfolio
• As an integral part of the Operating Centre’s top team provide strategic input, direction and support, deputising for the Operating Centre Director if required

Professional Knowledge and Experience

As a successful Head of Portfolio Delivery, you will have:

Essential:
• Proven leadership of an industry-facing portfolio with experience of delivering major acquisition and/or complex in-service support projects
• Extensive track record managing projects with complex technical issues and a demonstrable record of rigorous financial and commercial management
• Previous senior management experience of a multi-disciplinary project team
• Successful operation in a partnered business environment
• Proven leadership experience of successfully delivering significant change

Desirable (not considered as part of the selection process or tested at interview):

• A Chartered Engineer
• Understanding and experience of safety & airworthiness regulation and management for all aspects of aircraft design, introduction to service and in-service support
• Sufficient experience to merit the award of a Letter of Endorsement by the Military Aviation Authority in recognition of the suitability to hold a Letter of Airworthiness Authority in accordance with MAA Regulatory Article 1003.
• For Head of Typhoon and Head of A400M & Voyager portfolios, sufficient experience of international engagement and multi-national programmes and evidence of PM quals, RPP or CHPP

Personal Skills

• Ability to work effectively across a range of stakeholders within government, military and industry environments
• Exceptional influencing and negotiating skills, the ability to influence across a broad spectrum, and to resolve conflicts at a high level
• Demonstrating the ability to deal with ambiguity, making commercial assessments and taking informed risks
• Integrity, including the ability to uphold policy and process and challenge leadership, both within the organisation and across Government
