Full-Time Grant Manager
Job Description
The City of Worcester seeks qualified applicants for a Grant Manager for the Division of Youth Opportunities within the Department of Health and Human Services. This position will conduct detailed administration of local, state, and federal grants to support community initiatives relating to Division of Youth Opportunities priorities. This position will identify, apply, and manage new grants proposals for youth development, job readiness and other youth improvements related initiatives. The position will collaborate with community, neighborhood, and social service agency partners to serve as grant manager for new and existing initiatives and offer technical assistance as assigned.

ESSENTIAL ELEMENTS:
- Managing overall grant efforts by identifying, applying, and managing new grants proposals for youth development, job readiness and other youth improvement related initiatives.
- Responsible to administer the financials of grant programs, review grant financial documentation for compliance, review grant reconciliations, financial reports, and contracts.
- Maintain compliance with all assigned grant requirements including but not limited to performance monitoring, fiscal reporting, and addressing contract concerns.
- Develop internal and/or external Standard Operating Procedures (SOPs) related to contracting and invoicing as outlined by grant requirements and according to City policies.
- Take a major role in fiscal grant management and finance related project activities related to contractual and procurement budgets, including, but not limited to budget development, revisions, monitoring, and reporting.
- Liaise with City Law, Budget, and other City departments to achieve grant requirements.
- Engage and strengthen work with the local community and Grantor agencies to indemnify youth community needs
- Develop and manage annual budgets, redirection, and carryover requests for grant programs, and ensure the budgets reflect work plans.
- Track and analyze actual expenditures against budget, identify variances and recommend corrective actions.
- Review award terms and conditions, agreement modifications, and other communications from the funding agencies
- Assists with administrative procedures, including methods, reports, inventory, supplies, maintenance, employee relations, and other assignments as appropriate.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Strong understanding and experience with state or federal grant contract management, budget development, budget implementation, budget tracking and financial reporting.
- Strong understanding of municipal procurement requirements and process
- Proficiency in electronic databases and Microsoft Office Suite
- Experience working with diverse populations
- Strong research, analytical and data skills
- Must have excellent time management skills and be able to prioritize tasks

MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Criminal Justice, Public Health, Business/Public Administration, or other related discipline
- One (1) year of experience with grant and contract management.
- An equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.

PREFERRED QUALIFICATIONS:
- Master’s Degree in Business/Public Administration, Criminal Justice, Finance, or other related discipline
- Three (3) years of experience with grant and contract management
- Two (2) years of experience working on federal grant contracts and budgets
- Experience working at a local public health level, local municipality, and/or nonprofit agency
SALARY RANGE: $61,153 – $80,021 annually, full-time, exempt, with an excellent benefits package.
