Primary Purpose
Under the guidance of the Regional VP of External Relations the Governmental Affairs Manager is responsible for advocating policies consistent with the policies of San Diego Gas and Electric and SoCalGas. Focus could include policies impacting the state including reliability, utility safety, affordability, utility services and environmental policies. This position develops and manages outreach strategies that maintain and leverage state legislative relationships, identifies opportunities, and gains access for cooperation among key policy makers within the legislature; as well as key influential state, community and business leaders. Coordinate with local community relations in the region. Leverage internal resources to effectively implement strategies driving company priorities and initiatives.
Duties and Responsibilities
- To perform high-level advocacy functions for State Governmental Affairs with members of the legislature, the administration and other constitutional officers and their staffs on behalf of the California based Sempra utilities.
- Testifies and/or coordinates testimony relating to energy, safety and system reliability and general business issues affecting the California based Sempra utilities before the legislature, state agencies and commissions.
- Provides support to business units on policy development; Understands and provides key policy and political issues; understand the operation of California based Sempra utilities; contribute to the development of corporate policy and strategy.
- Tracks and reviews rule makings and legislative proceedings at specified agencies and the legislature; Coordinates policy development and strategy with business units and affiliates; Assess and provide feedback to executives and managers on the political environment for selected agencies in Sacramento.
- Performs other duties as assigned (no more than 5% of duties).
Required Qualifications
- Bachelor’s Degree required, preferably in Environmental Studies, Communications, Public Policy, Political Science, or Engineering.
- 5 years experience in environmental, legislative, public or regulatory policy, preferably in the energy field.
- Understand the purpose and the operation of government.
- Knowledge of the legislative process and the ability to apply advocacy techniques.
- Ability to contribute to the assessment of the impact of proposed legislation and or agency actions.
- Ability to listen effectively.
- Ability to synopsize complex and voluminous materials and information into concise oral and written communications.
- Ability to articulate ideas quickly, concisely, clearly and persuasively.
- Must have good interpersonal skills and the ability to work with diverse individuals and organizations.
- Must be able to travel occasionally between various/multiple SDG&E locations as well as Outside of SDG&E service territory.
- We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.
