The Role   

 

The newly created role of Government and Community Affairs Manager at JVS will be central to achieving the ecosystem approach of JVS’s new 10-year strategy to advance economic mobility and racial equity across California. This position requires someone with a deep understanding of what it takes to promote economic mobility and racial equity as well as demonstrated experience and expertise in working with elected officials and through coalitions to create meaningful policy change. With over 50 years of experience positively impacting over 100,000 lives, JVS aims to leverage our expertise to change workforce policy and public funding statewide as we expand our footprint, to ensure equitable outcomes and access to prosperity for more Californians. The Government and Community Affairs Manager will report to the CEO for six months to shape the new body of work, before transitioning to report to the CSO. This individual will be a key member of the JVS Strategy and Business Development team, responsible for spearheading and advancing JVS’s efforts in the workforce policy space.

 

This includes:

  • Increasing JVS’s visibility among elected officials, government agency leaders, funders, and building strong relationships with key partners and policymakers.
  • Monitoring the policy landscape to identify areas where JVS can make the most significant impact.
  • Connecting with peers and change-makers to establish strategic and impactful coalition partnerships for JVS’s top policy agenda items.
  • Supporting the organization’s ability to uplift participant stories and link individual experiences to systemic issues such as policy, legislation, and employer practices.

 

Scope  

 

Support JVS Legislative and Advocacy Agenda:

  • Identify key elected officials to cultivate based on region, committee roles, and relevant issue areas.
  • Develop a meeting schedule and cadence to cultivate relationships with elected officials.
  • Monitor key elected officials’ positions on relevant policy issues.
  • Track key bills and provide updates to the relevant stakeholders.
  • Coordinate with the marketing team to integrate policy matters into JVS’s storytelling agenda.
  • Actively gather and share information from JVS teams support the overarching strategy and vision.

 

Thought Leadership Support:

  • Conduct research on policy issues and develop content related to thought leadership.
  • Assist in building relationships with key stakeholders through supporting communication efforts.
  • Collaborate with JVS Public Affairs consultants, providing research, program participant stories, data, statistics, etc.

 

Staff and Support The JVS Public Policy Committee:

  • Create presentation decks, draft agendas, and talking points for policy committee meetings.
  • Follow up on action items and provide necessary updates to stakeholders.
  • Assist with outreach efforts related to policy initiatives.

 

Monitor Legislation and Funding Streams:

  • Stay informed about important legislation and funding opportunities.
  • Attend briefing meetings, webinars, and participate in planning groups to gather relevant information.
  • Support the JVS Development team by identifying potential funding opportunities and sharing policy-related research for proposal development.

 

Strengthen JVS Presence and Effectiveness through Coalition Work:

  • Shadow our Chief Executive Officer in coalition meetings and provide additional capacity for research and follow-up.
  • Engage in coalition efforts such as RESET, CA EDGE, NSC Skills in the States, America Forward, and NJHSA Advocacy Committee.

 

Qualifications  

 

  • Relevant experience with and keen working understanding of the California policymaking process and government relations.
  • Ability to collaborate effectively with cross-functional teams on shared projects.
  • Demonstrated experience in government affairs, public policy, or advocacy work.
  • Strong understanding of legislative processes, policy analysis, and the political landscape.
  • Excellent relationship-building and networking skills to establish connections with elected officials, government agencies, and key partners.
  • Exceptional research and analytical abilities.
  • Excellent written and verbal communication skills to effectively convey policy-related information to diverse audiences.
  • Ability to work independently, manage multiple tasks, and meet deadlines.
  • Knowledge of the social services or workforce development sectors is a plus.

What We Offer    

 

  • Annual Salary: $85,000 – $95,000
