Full-Time GIS Support Services

Job Description

Ocean Associates, Inc. (OAI) is responding to a proposal request from the National Marine Fisheries Service and is seeking a candidate to provide GIS support to the West Coast Region, Protected Resources Division’s Portland, OR Office (work will be fully remote). OAI conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries and protected species.

Background

The West Coast Region (WCR) Protected Resources Division (PRD) is the regional lead for Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA) policy, coordination, and information systems (e.g., Protected Resources App). PRD manages spatial data, such as species ranges and critical habitat, that are used internally and externally to inform species conservation and fisheries management decisions. These data are available to the public in the Protected Resources App, which enables users to identify areas of concern or interest regarding ESA-listed species.

PRD also supports WCR staff in other divisions, including the Regional Administrator’s Office, located throughout Washington, Oregon, Idaho, and California in the production of static maps, figures, spatial data, and tools to inform agency decisions and develop documents (e.g., Federal Register notices, biological opinions).

PRD requires support for GIS projects in Washington, Oregon, Idaho, California, and the adjacent Exclusive Economic Zone and to provide sufficient technical expertise to successfully achieve our fisheries, habitat, protected species, and conservation missions.

The outputs from these support services will assist biologists and fisheries managers with understanding where proposed projects may intersect with our ESA and MMPA species and minimize or avoid harmful impacts. For example, the candidate may identify where proposed marine wind energy development might conflict with protected species’ habitat use. The candidate may aid fisheries managers and the Office of Law Enforcement in clearly delineating legal fishery openings and closures.

Internal administrative support may also be required to ensure organizational excellence and safety. For example, the candidate may identify high risk areas where staff need to be notified of safety measures or display WCR demographic data to identify hiring trends.

Duties

  • The candidate shall provide GIS products and services for all WCR divisions to assist in achieving the agency’s mission, including but not limited to managing data, performing spatial analyses, designing map products, and documenting projects.
  • The candidate shall manage incoming requests and track progress for GIS projects.
  • The candidate shall manage file storage and documentation for GIS projects.
  • The candidate shall report on GIS activities and progress.

Start Date: To be determined upon contract award.

Location: Off-site (fully remote), but the candidate may be required to travel to any of the WCR offices on an ad hoc basis.

Salary and Benefits: This is a full-time position; overtime is not anticipated. Salary is commensurate with experience. Comprehensive benefits package.

Travel: Travel is anticipated to participate in meetings with WCR staff and external parties to facilitate coordination of work product development and task completion. Travel may include field visits to project sites or participating in GIS related conferences (e.g., the Esri User Conference held in San Diego in July of ever year).

Required Knowledge and Experience

  • Bachelor’s degree from an accredited college or university in GIS, Geography, Cartography, Earth Science, Computer Science, Natural Resources, Environmental Science, Fisheries, or related field of study, and four (4) or more years of demonstrated experience in the GIS field. A Master’s degree from an accredited college or university in GIS, Geography, Cartography, Earth Science, Computer Science, Natural Resources, Environmental Science, Fisheries or related field of study may be substituted for two (2) years of demonstrated experience.

Additional required qualifications include:

  • Knowledge of GIS principles, terminology, and methods.
  • Proficiency with the Environmental Systems Research Institute (Esri) software platform.
  • Advanced cartographic and spatial analysis skills.
  • Ability to work independently and with attention to detail.
  • Ability to work with geodatabases, relational databases, and geometric networks.
  • Ability to build web maps and applications.
  • Ability to analyze GIS requests and design appropriate products.
  • Ability to identify and obtain up-to-date datasets.
  • Ability to manage data holdings in an organized structure.
  • Ability to promote GIS to Federal staff and educate/train staff in GIS on an ad hoc basis.
  • Knowledge of Google Suite of office products.
  • Ability to work effectively both individually and collaboratively in a team/group setting.
  • Ability to receive constructive feedback and implement appropriate action.
