Full-Time General Ledger Unit Accounting Manager
Job Description
- Manage a large, complex, and custom accounting system ensuring the integrity of data input and accuracy of financial reporting.
- Ensure that NCDOT is in compliance with State laws and regulations, reporting requirements from the Office of the State Controller, cash management guidelines, and Generally Accepted Accounting Principles (GAAP).
- Oversee the effectiveness of our accounting system functionality and reporting accuracy.
- Collaborate with NCDOT management and develop and implement methods to improve data entry and reporting from the financial accounting system to meet programmatic needs.
- Conduct data analysis for data entered into the accounting system for irregularities, non-compliance and inefficiencies.
- Develop plans to train NCDOT staff to improve system usage.
- Apply comprehensive knowledge of state/federal laws/regulations to NC DOT business functionality.
- Apply SAP knowledge to develop solutions and test changes made in the accounting system relating to financial reporting, fixed assets, inventory, cash management and internal orders.
- Ensure that changes made will not negatively impact other areas within NCDOT.
- Work very closely with our EBS (IT) project team to accomplish these tasks.
- Coordinate the year-end closeout process and ensure that monthly deadlines are met and adhered to.
- Direct production of financial statements used to balance with the NC Financial System (NCFS) and the Office of State Budget reports. These financial statements are also used for cash flow modeling, NCDOT Board and Legislative presentations.
- Handle requests by senior management.
- Report directly to the Assistant Controller.
- Manage professional level accountants and technicians, including an Assistant Manager, Cash & CO Accountants, Fixed Assets/Inventory & Equipment Accountants, Accounting I, and Accounting Technician III professionals.
- Detailed knowledge of the Financial (FI), Controlling (CO) and Fixed Asset SAP modules, a thorough knowledge of Sales and Distribution (S/D), Project Systems (PS), and Funds Management (FM).
- Knowledge of accounting principles/practices, theories of accounting, auditing, budgeting or financial management, and knowledge of trends and merging technologies/automation.
- Knowledge of state government fiscal and budgetary processes.
- Demonstrated ability to manage and direct complex financial management systems, interpret and analyze financial data and reports.
- Communications skills to communicate effectively and disseminate information to senior management.
- Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline with 18 semester hours of accounting coursework; and
- 6+ years of professional accounting experience in the preparation and review of interpretive or analytical accounting, financial statements and reports; of which
- 2+ years are supervisory; or
- An equivalent combination of education and experience.
