Primary Purpose
Provide leadership and supervision of Gas Construction & Operations field personnel in the construction, maintenance emergency response, and technical expertise to ensure Gas Distribution system safety, integrity and compliance in accordance with Company policies, procedures, and regulatory requirements. Oversee and coordinate response and activities associated with gas emergencies and support of electric incidents and events. Supervises employees in the construction and maintenance of Gas Distribution gas facilities ensuring public and customer safety.

Duties and Responsibilities

  • Supervises gas construction crews and personnel engaged in the construction and maintenance of gas systems and related facilities.
  • Promotes safety vision and plan. Accountable for employee, customer, public and pipeline safety and integrity. Administers safety and employee engagement strategies and programs designed to ensure a strong safety culture, respectful work environment, inclusion and high employee morale. Qualified Incident Commander (IC) for gas emergencies, coordinating and executing strategies and tactics to mitigate risks. Ensures all personnel within their scope of responsibility are trained, qualified and effectively utilize the Incident Command System during both gas and gas supported electric emergencies. Responsible for safety and environmental (ESCMP) outcomes for assigned personnel.
  • Supports internal and external regulatory audits conducted by State Regulators and Corporate auditors.
  • Supports and initiates creative and innovative continuous improvement in technology, work methods and process advancements. Provides subject matter expertise for various projects, company teams, and cross-functional committees supporting enterprise wide initiatives.
  • Collaborates with Labor Relations for represented employee performance issues. Supports HR hiring serving as a SME in the recruiting process.
  • Performs other duties as assigned (no more than 5% of duties).

Required Qualifications

  • H.S. Diploma/GED Required
  • Bachelor’s Degree Bachelors degree or equivalent experience in field operations and applicable field technical training required Preferred
  • Requires being available to respond to emergency calls 24 hours a day, 7 days a week, including weekends and holidays and may require extended work hours.
  • Must be able to be assigned to any Company location within SDG&E territory
  • 5 years – Related construction and maintenance experience. Required
  • Proficient in MS Office and knowledge and understanding of Company based software systems such as SAP, Scheduling and Dispatch systems, and ARCOS Intermediate
  • Have excellent oral and written communications skills Advanced
  • Possess strong leadership skills and have demonstrated good management practices Advanced
  • Knowledge of regulatory and compliance requirements for Gas Distribution/Operations Intermediate
  • Knowledge of Gas Operations standards, policies, and best practices Intermediate
  • Knowledge and understanding of the Collective Bargaining Agreement (CBA), labor practices, and must have the ability to effectively engage Intermediate
  • Have strong interpersonal skills and demonstrated ability to work with employees at all levels, as well as to lead and inspire a diverse workforce through a dynamic work environment Advanced
  • Must have a valid California Drivers License Required
  • PHMSA (Pipeline & Hazardous Materials Safety Administration)
    • The U.S. Department of Transportation (DOT) and the California Public Utilities Commission have adopted regulations governing the control of drug use by persons in certain job classifications.  This job is covered by that regulation (49 CFR 199) and candidates who are not already in a covered job classification will be tested for the presence of prohibited drugs and must meet DOT standards before appointment to the job. Once in the job, successful candidates will be subject to random drug testing.
