The Opportunity
Led by the Regional Energy Projects Manager, this role will be become part of the regional energy project team for the East and West Midlands, aligning with the Midlands Energy Hub for which energy projects and programmes can be developed and delivered. Building on Nottingham’s highly successful Carbon Reduction, Energy and Sustainability division this post covers the whole of the Midlands region. The successful candidate will be employed by Nottingham City Council. Applications are invited from across this geographical region, with Nottingham being the main place of work; there will also be the option for some home working as agreed with the line manager.
The Role
  • To support the development and implementation of a fuel poverty programme that takes a fabric first approach to energy efficiency alongside the installation of low-carbon heating, where appropriate, on behalf of Nottingham City Council and the Midlands Energy Hub.
  • Support the day-to-day operation of the Midlands Energy Hub Fuel Poverty work programme.
  • Form a key part of the regional energy projects team, with responsibility for assisting fuel poverty project development across the Midlands.
  • Support the Midlands Energy Hub to identify whether there are existing Local Authority led schemes that have contractors in place delivering support to off-grid low income households which could be used to deliver energy efficiency in combination with low carbon heating.
  • Develop additional energy project funds, where appropriate, and develop and maintain energy generation projects. Where potential projects are identified and suitable funding identified, coordinating a regional Local Authority competition to collate and shortlist projects that could be funded.
  • Assist with procurement strategy implementation to procure PAS 2035/Trustmark supplier(s) to deliver demonstration projects.
  • Build a database of existing schemes, communities, and projects identified as low income/vulnerable that require funding to upgrade and collate existing data about the local housing stock to identify clusters of housing that meet a set criteria.
  • Provide project support to energy projects through to completion and ensure conditions of associated funds are met.
  • To collaborate and share knowledge with colleagues on Sustainable Development & Clean Growth and undertake a coordinated and flexible role as necessary to meet the objectives of the Fuel Poverty Programme and the Midlands Energy Hub.
  • Undertake any other tasks which are reasonable as directed by the Regional Energy Projects Manager or Head of Energy Services (NCC).
Skills & Experience required
  • Strong analytical and reporting skills to identify anomalous data and discover the reasons driving change
  • Interest and commitment to the use, application and development of new technology.
  • Experience of working in energy or on a fuel poverty project and engaging with other service areas or multi-agency working
  • A basic understanding of the legislation and procurement surrounding the energy sector
  • Understanding of energy markets and their drivers
  • Energy/environmental qualification or equivalent (degree level)
