Full-Time Fleet Maintenance Supervisor

Job Description

Nature of Work

Plans, organizes and supervises the activities and functions of staff assigned with maintenance and repair of the City’s fleet (vehicle and equipment) to ensure compliance with policies, procedures, rules and regulations.

Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. May also involve working extended hours, including evenings and weekends. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy. Release of Information Form (49 CFR Part 40) required.

Environmental Factors
The majority of work is performed inside a shop environment with exposure to vehicle fumes, welding and related hazards, and dirt, grease, and vehicle fluids; subject to cuts, bruises, electrical shocks, burns and strains. Exposure to various traffic conditions, moving vehicles, and equipment.

Physical Factors
Moderate to heavy physical effort is required to perform job functions including the ability to lift and carry items weighing up to eighty (80) pounds; balancing, bending, stooping, crouching, kneeling, and reaching above shoulder height. Sufficient clarity of speech, hearing, or other communication capabilities, vision or other powers
of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions.

This position is graded at RX17.

Duties and Responsibilities
• Reviews maintenance and repair schedules and inspects vehicles and equipment to prioritize and assign work to staff; inspects work to assure quality of repairs, timely accomplishment of assigned duties and responsibilities, and compliance with safety regulations and service standards.
• Manages staff through proper delegation and work supervision to ensure appropriate levels of service and resources; monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures staff adhere to established policies and procedures to remain in compliance with local, state and federal regulations.
• Monitors status of vehicles and equipment to recommend repairs, replacement, and maintenance options; provides technical assistance and advice to mechanics, and performs technical work as needed.
• Reviews work orders written by mechanics to maintain accurate and timely records of service work and track and maintain inventory of parts and supplies.
• Consults and coordinates with purchasing staff, suppliers and vendors to procure supplies, materials, tools equipment, and outsource necessary vehicle and equipment repairs; makes decisions within limits of delegated authority and budgetary constraints.
• Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets; prepares and presents various special and recurring reports, forms, and other documents in compliance with established policies and procedures.
• Performs diagnosis of complex vehicle and equipment malfunctions to perform repairs as necessary.
• Creates and updates appropriate records, processes various transactions, completes necessary forms, responds to and resolves various complaints and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Equivalent to a high school diploma AND five (5) years of experience in fleet maintenance operations, including lead/supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)
A valid Class A commercial driver’s license must be obtained within eleven (11) months of hire. Tanker, Hazardous Material, or other endorsements may also be required within eleven (11) months of hire based on job placement. Position requires an acceptable driving record in accordance with City of Las Cruces policy.

Knowledge, Skills, and Abilities

Considerable knowledge of: principles, practices, techniques, rules and regulations related to the operations and maintenance of a variety of commercial fleet vehicles and equipment; operations, services and activities of a fleet maintenance program; safe and effective use of related tools and equipment; principles, techniques and practices of effective and respectful customer service; occupational and environmental safety and health hazards, and safety practices; principles and practices of administrative management, including personnel rules, budgeting, and effective employee supervision; principles of record keeping and records management; business and personal computers standard business software applications; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.

Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and to ensure achievement of goals and objectives; read, understand, interpret, and ensure compliance with a variety of specifications, policies, procedures, rules, and regulations governing related activities, programs, and functions; inspect and maintain vehicles, equipment and systems; safely operate associated tools, equipment and motor vehicles; detect needed repairs and make necessary operational adjustments on vehicles and equipment; navigate across even and uneven surfaces; perform technical reading and writing; communicate appropriately and effectively orally and in writing; use sound judgment in decision-making with routine operations and during malfunctions or other emergencies; work effectively in confined spaces; maintain concentration; research and compile applicable information and maintain accurate records; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; firmly and impartially supervise, coach, lead and direct the activities of staff; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.

Skills in: analyzing issues, evaluating alternatives, and making logical recommendations to address issues and/or improve services, procedures, policies, and methods based on findings; researching, interpreting and communicating policies, regulations, and technical procedures and information; using independent judgment and personal initiative; maintaining complete and accurate records; operating tools, equipment, and a personal computer with installed generic and specialized software; effectively managing and leading staff and delegating tasks; assessing and prioritizing multiple tasks, projects and demands; interpreting technical instructions and analyzing complex variables.

SALARY: $53,723.90 – $76,425.65 Annually
