Your opportunity at a glance:

The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 3 position in Olympia, WA. This position serves and complements the mission of the WSLCB by providing excellent customer service to our internal and external customers. This position complies with all laws and rules, federal policies and regulations, state policies and regulations governed by the Office of Financial Management (OFM), Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and WSLCB policies/procedures related to accounting. The successful candidate will have the ability to provide timely and accurate financial data ensuring efficiency and maximum benefit of state resources.

Responsibilities will include reviewing, reconciling, and allocating purchase card transactions. You will communicate with purchase card custodians to explain processes that must be followed per agency policies and procedures. Additional duties also include performing monthly allocation of purchase and travel card charges, performing accounts receivable and other general ledger reconciliations and processing payments for banking and credit card fees.

Duties

Some of the duties you will perform are:

  • Review, reconcile, and allocate purchase card transactions.
  • Communicate and explain processes to purchase card custodians and assist with AFRS coding.
  • Perform monthly allocation of purchase and travel card charges.
  • Process payments for banking and credit card fees.
  • Perform monthly reconciliation of purchase card charges.
  • Perform accounts receivable and other general ledger reconciliations.
  • Review accounts receivable billings and process accounts receivable corrections.
  • Process contracts receivables.
  • Maintain collection and restitution tracking and reconciliation.
  • When needed, backup the agency cashiering duties.

 

 

Qualifications

Required Qualifications:

• A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, and two years of relevant professional experience. Professional experience may substitute for education but not for credit hours.

 

OR

 

• Any combination of education and relevant professional experience totaling six years. Education must include the required credit hours in accounting.

 

• The following certifications may substitute for one year of experience: Certified Public Accountant, Certified Government Financial Manager, Certified Management Accountant.

 

Our ideal candidate will also have the following desired qualifications:

  • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP), government accounting and internal control processes
  • Knowledge and understanding of the State Administrative and Accounting Manual (SAAM)
  • Knowledge of Revised Code of Washington (RCW)
  • Knowledge of Washington Administrative Codes (WAC)
  • Proficient in statewide accounting systems and processes: Agency Financial Reporting System (AFRS), Capital Asset Management System (CAMS), Enterprise Reporting, Financial Toolbox and Web Intelligence
  • Knowledge of AFRS coding structures and the utilization of AFRS transaction codes
  • Proficient in Microsoft Office programs: Word, Excel, Outlook, Power Point – intermediate level
  • General ledger accounts reconciliation experience.
  • Experience with tax systems or e-filing systems.
