The WSLCB Finance Division is announcing an exciting opportunity for a Fiscal Analyst 2 (Taxes and Fees) at Olympia, WA. This position reports directly to the Spirit Fees Unit Supervisor in the WSLCB’s Finance Division. The position serves and complements the WSLCB’s mission and goals by performing professional financial review and analysis of accounting, auditing and fiscal data in accordance with generally accepted accounting principles, governmental auditing standards, statutes or regulations. You will be responsible for monitoring and analyzing tax and fee reports, and coordinating, reconciling and assisting with closing the cash month. Additionally, you will monitor licensee missing reports and recommend accounts for suspension or enforcement actions.

Duties
Some of the duties you will perform are:
- Analyze and enter monthly/quarterly reports and payments into the Tax and Fee Accounting Systems.
- Verify and reconcile data entry into Tax and Fee Accounting Systems.
- Process daily cash received for the Spirit Fee Unit.
- Process incoming mail with no cash for Tax and Fee Accounting Units.
- Assist with reviewing audit reports for accuracy and post to the Spirit Fees System.
- Assist with reviewing correction reports for accuracy and post to the Spirit Fees System.
- Assist with reviewing daily changes to the Tax and Fee Accounting Systems.
- Monitor and track missing reports and provide suspension recommendations for licensees that are in non-compliance of reporting.
- Provide Customer Service to Tax and Fee Licensees.
- Answer phone line for Tax and Fee Accounting Unit.
- Respond to email and correspondence regarding tax and fee reporting, on-line reporting, general inquiries from internal and external customers.
Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree or above which includes 18 quarter or 12 semester hours in accounting or a commitment to attain the required credit hours in 12 months.
AND
One (1) year of relevant professional experience in accounting. Intermediate skill level using Microsoft Word and Excel.
Option 2:
An Associate’s degree in which includes 18 quarter or 12 semester hours in accounting or a commitment to attain the required credit hours in 12 months.
AND
Three (3) years of relevant professional experience in accounting. Intermediate skill level using Microsoft Word and Excel.
Option 3:
Five (5) years of relevant professional experience in accounting. Intermediate skill level using Microsoft Word and Excel.
And the required credit hours in accounting or a commitment to attain the required credit hours in 12 months.
The following certifications or degree may substitute for one year of experience:
- Certified Public Accountant
- Certified Internal Auditor
- Certified Government Financial Manager
- Certified Management Accountant
- A Master’s degree in a financial related field
Preferred/Desired Qualifications:
- Knowledge and understanding of the Generally Accepted Accounting Principles (GAAP).
- One-year experience interpreting and applying laws, rules, policies or procedures.
- Six month’s experience with the Office of Financial Management’s (OFM) Agency Financial Reporting System (AFRS) and Financial Toolbox.
- Knowledge, understanding and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM).
- Electronic Filing Internet systems.
