Full-Time Field Operations Supervisor
Job Description
Our mission is to provide efficient, effective, and reliable water and wastewater utility services in a manner that respects the natural environment. Our distribution and collection systems are critical links that make this happen. We are looking for a strategic and hands-on Field Operations Supervisor to provide day to day leadership for the field operations department. Priorities for this position are to lead the field ops team, ensure regulatory compliance, confirm assets are in good working order according to industry standards, work collaboratively with our community, and promote excellent customer service.
This position leads a team of talented operators to maintain a complex distribution and collection system with 73 pressure zones, 161 pressure reducing valves, 268 miles of water main, 1,938 fire hydrants, 210 miles of sanitary sewer main, and 6,338 manholes. We are looking for a reliable and low-drama leader with distribution and collections expertise who is just as comfortable in the field as they are in the office. An ideal candidate for this role can juggle multiple projects, will make themselves available for staff questions, and is able to keep projects moving forward.

The Day to Day
- Directs and coordinates the daily work of the Field Operations department; Assigns and prioritizes personnel to maintenance and repair activities and inspects work for compliance with prescribed operational procedures and methods.
- Supervises, trains, instructs, and evaluates the work of assigned staff; Establishes performance requirements and personal development goals; regularly monitors employee performance and provides coaching for performance improvement and development; Assures continuous support and follow-up with all Field Operations and District staff; Completes annual performance evaluations of direct reports.
- Provides daily leadership and works with staff to ensure an environment that supports the Department’s goals and objectives and the District’s mission, vision and values. Leads skilled and semi-skilled personnel within scope of Department responsibilities and provides technical assistance; Works with staff to achieve optimized and efficient operations thru employee empowerment and engagement; Resolves work problems as they arise.
- Participates in the selection and training of Field Operations staff and provides or coordinates ongoing staff training to ensure safe and efficient performance.
- Assists in the preparation of operating budget recommendations and monitors work activities and expenditures to control costs; authorizes the requisition and purchase of equipment and materials per District protocols.
- Supervises and participates in developing, implementing and evaluating work processes, Standard Operating Procedures (SOP), systems, staffing levels, and procedures to achieve District goals, Department goals, objectives and meet work standards; Participates in the formulation of department goals.
- Prepares and/or reviews and maintains a wide variety of written reports and records, including work project analyses, surveys, work order progress and status reports, maintenance requests, equipment specifications, and operating costs.
- Researches, evaluates, and recommends new technologies, equipment, work processes to improve productivity, efficiency and employee safety; educates and trains staff on new and revised approaches, equipment and work processes.
- Routinely supervises in field the work on large scale jobs and jobs that are highly urgent or of significant customer impact.
- Coordinates activities with other District departments to identify, define and resolve system problems or emergencies; Works cooperatively with subordinates, co-workers, peers, managers, outside vendors, and contractors. Works to create positive, professional communications within the Field Operations department and between departments within the District.
- Provides shift coverage as needed and responds to emergency situations; Is subject to 24-hour call out as well as holiday and weekend work depending on emergency situations; Performs essential maintenance and operation tasks as warranted in support of the department and District; Coordinates time off with other supervisors and manager, one supervisor or manager should always be available for call out.
- Assists in determining schedules for department; Assists with assigning, reviewing and closing work orders. Approves time and attendance of direct reports.
- May serve as Operator in Responsible Charge (ORC).
- Required to follow all District safety and security policies and wear Personal Protective Equipment as required by the job duties.
- Responsible for carrying out the District’s safety program by ensuring employees follow safety practices in work methods and procedures; reinforces proper safety procedures while working in dangerous situations; educates employees on safe work habits and potential hazards presented by their work environment, recommends changes for improving safety to Safety Coordinator; organize safety trainings.
- Coordinates work cooperatively with other Departments.
- Assist with efforts to maintain and improve distribution system water quality and collection system operations.
- Ensures that system maps and specifications are accurate.
- Supports Field Operations manager with data for Construction Review Committee.
- Performs other duties as assigned.
The Big Picture
Eagle River Water & Sanitation District has a responsibility to our customers and to the environment. The Field Operations Supervisor directly supports the Field Operations teams to achieve district goals, efficiently, transparently, and in a manner that protects public and environmental health.
Qualifications and Competencies
EXPERIENCE: High school diploma or general education degree (GED); or five years related experience and/or training; or equivalent combination of education and experience. Preferably, three to five years in Distribution and Collection operations.
LICENSES: A Colorado Certified Water Professionals (CCWP) Water Distribution System Operator III and Wastewater Collection System Operator III Certification or ability to work towards once eligible to test. Ability to obtain a CCWP Water Distribution System Operator I and Wastewater Collection System Operator I Certification within the earlier of 12 months of employment or two testing cycles once eligible to test.
LEADERSHIP: Experience leading, developing, and coordinating of people in a team-based environment required. Must have experience directing day to day work, organizing, and coordinating schedules. The ability to work as a member of a team is a must. Ability to maintain confidentiality required. Project management skills and the ability to move project forward is required.
FIELD WORK: Must be comfortable working in job sites and out in the field. This working supervisor will assist with projects, day to day work, and emergency repairs. Ability to obtain permits from various entities and set up small projects using Districts protocols.
RELATIONSHIP MANAGEMENT: Must be able to build and maintain strong relationships with other district departments, and local, and state agencies. Coordination and collaboration skills are essential. Positive attitude and an ability to work honestly, and with integrity required. The ability to work as a member of a team is a must.
COMMUNICATION: Must be able to tactfully, directly, respectfully, and professionally communicate in English, both written and verbal. Ability to write reports, business correspondence, and procedure manuals. Demonstrated public speaking skills required, including the ability to effectively present information and respond to questions from employees, board of directors, clients, customers, and the general public.
TECHNOLOGY: Proficient in use of office equipment. Some Information System experience necessary. Computer proficiency required; Windows, Word, and Excel. Experience working with Cityworks or other CMMS preferred.
SCHEDULE: Works Monday – Friday from 7:00 – 3:30 regularly and is able to respond at any time in emergency situations to support the Field Operations team.
SAFETY: Must possess a valid Colorado driver license within 30 days of full time employment and be insurable under district standards. Must obtain CPR/First Aid certification within the first six (6) months of employment. Required to follow all district safety and security policies and wear personal protective equipment (PPE) as required by the job duties. CDL Class A or ability to work towards CDL Class A
HIRING RANGE
The pay range for this role is $85,184 – $119,257. Starting range depends on qualifications but generally falls within the minimum and midpoint of the pay range.
