Full-Time Feasibility Studies Engineering Supervisor III
Job Description
- Hire, train, and oversee the Feasibility Studies unit (FSU) team (engineers and Private Engineering Firms (PEFs)) performing engineering studies on candidate transportation projects being considered for prioritization and programming in the State Transportation Improvement Program (STIP).
- Manage the FSU program in coordination with internal and external stakeholders, including the Strategic Prioritization Office of Transportation (SPOT) and STIP Units, Technical Services, NCDOT Divisions, Metropolitan Planning Organizations (MPOs)/Rural Planning Organizations (RPOs), FSU staff and contracted PEFs
- Review and approve FSU Staff and PEF project assignments, including task scope, budget, and schedules
- Review staff deliverables to ensure completeness, accuracy, and adherence to sound engineering principles and practices.
- Manage the FSU annual preliminary engineering spend plan.
- Approve purchase orders, Invoices, and prequalification packages for FSU, STIP and SPOT activities for the NCDOT Division of Planning and Programming.
- Represent the FSU Unit when needed, including delivering presentations in meetings with State, Federal, and local officials and other external partners.
- Knowledge of civil engineering principles and practices related to the planning and design of transportation infrastructure, including project scoping, conceptual design, environmental considerations, traffic operations and analysis, developing cost estimates, and knowledge of NCDOT’s preconstruction/project development processes in highway and non-highway units.
- Computer competency in Microsoft Office (Word, Excel, & PowerPoint).
- Experience writing memos, reports, and emails conveying technical information and engineering concepts.
- Demonstrated ability to verbally communicate with elected officials, citizens, and engineers to explain ideas and concepts.
- Demonstrated ability to interpret policies, procedures, and laws and perform work in accordance with these policies, procedures, and laws.
- Ability to change policies and procedures as needed to reflect changes in the law and/or NCDOT goals.
- Knowledge of the Strategic Transportation Investments (STI) law.
- Bachelor’s degree in Engineering, and
- 5+ years engineering experience, including
- 3+ years management experience; or
- An equivalent combination of training and experience.
- Management prefers candidates registered as a Professional Engineer in North Carolina or Certification from the American Institute of Certified Planners (AICP).
- We may require registration as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
