The Department is seeking a dynamic, collaborative, and innovative leader to serve as its next Facilities Division Chief. The successful candidate will have experience working for a government agency in a recreation and parks department or another related public sector. Depending on the skillset of the successful candidate, this position will oversee recreation center operations, aquatic operations, facility maintenance and capital improvement projects. This executive level position reports to the Director and will have shared oversight of 32 facilities, 180 full-time employees and 2,100 part-time seasonal employees, contracts with service providers, partnerships as well as other resources. The Division Chief will play a pivotal role in the Department’s efforts to reinvigorate, renovate, and reimagine its public spaces.

 

Qualifications and responsibilities include:

 

  • Thorough knowledge of recreation administration and management methods, principles, and practices; thorough knowledge of aquatic management including applicable local, state, and federal law preferred.
  • Ability to lead and direct activities of a large organization to include planning, directing, and coordinating the department’s work plan through subordinate managers; regularly meets with staff to identify and resolve problems and/or reduce barriers to effective service delivery.
  • Provide strategic leadership towards goals related to customer experience, innovation, safety and compliance, financial management, and stewardship of resources that reflect the mission and priorities of the Department.
  • Ability to build support, strengthen commitment, improve accountability in employees at all levels to carry out the vision of the Department and ensure positive, productive, and professional service delivery.
  • Maintain and further develop an expansive community program offering which utilizes community outreach, assessments, and evaluation to meet community needs.
  • Ensure the Department operates in a manner that represents the Department’s long-standing commitment to diversity, equity, and inclusion.
  • Maintain awareness of new trends and technologies; stay current on industry literature; maintain professional affiliations; and represents Montgomery County as an industry leader.
  • Display a high level of self-awareness, adaptability, and organizational awareness in a demanding environment with competing and changing priorities.
  • Demonstrate sound independent judgement, communicate effectively, remain calm and act resourcefully in an emergency, and identify operational needs.
  • Prepare budget estimates and controls expenditures for a variety of programs and line items.
  • Cultivate strong collaborative relationships and communicates effectively with internal and external stakeholders, agency representatives, elected officials, and community members.
  • Demonstrate ability to move between strategic thinking and tactical execution without disrupting service delivery.
  • Represent the Department at meetings with elected or appointed officials, boards, commissions, and community groups, will provide analytical guidance and advise executive officials on industry best practices.
  • Perform related duties like the above in scope and functions as required.

 

About the classification:

 

This job class is typically responsible for several recreational program areas and functions at a full supervisory, exempt level of classification.

 

The Division Chief is a key member of the Department’s leadership team responsible for supervising and maintaining the stability of a significant portion of the Department’s workforce by modeling desired behaviors through consistent and positive work ethic; by providing direction and guidance through clear articulation of priorities; and by advocating on behalf of the Director and leadership team. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

 

This position frequently requires work beyond the typical 40 hours and during non-traditional hours to include early mornings, evenings, weekends, holidays, and in varying weather environments. This position is considered “Essential,” and must be available to handle emergencies during working and non-working hours and must report to work during a period of general emergency or liberal leave.

 

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

 

MINIMUM QUALIFICATIONS

Experience: Seven years of progressively responsible professional experience in the management field, three years of which were in a supervisory or executive capacity. Note: The term “executive” is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

 

Education: Graduation from an accredited college or university with a bachelor’s degree.

 

Equivalency: An equivalent combination of education and experience may be substituted.

 

PREFERRED CRITERIA

There are NO Preferred Criteria. Preference for interviews will be given to applicants with experience in the following:

 

  • General knowledge of recreation administration and facility management.
  • Experience with capital improvement projects. In example, the ability to inspect projects to assure that new construction is performed according to specifications; note and report deficiencies; monitor job progress; assure that field sketches and cost estimates are accurate; to practice and enforce good safety procedures; to present and maintain a high organizational image and maintain good public relations.
  • Experience in strategic planning, programming and systems building.
  • Experience making presentations to elected officials and senior management, including but not limited to defending budgets and controversial project assignments.
  • General knowledge of aquatic operations and applicable local, state, and federal law.
