Full-Time Execution Support Specialist

Job Description

Ocean Associates Inc. (OAI) seeks a full-time Execution Support Specialist to support National Oceanic and Atmospheric Administration (NOAA), Center for Operational Oceanographic Products and Services (CO-OPS) in Silver Spring, MD. CO-OPS is the authoritative source for accurate, reliable, and timely tides, water levels, currents, and other coastal oceanographic and meteorological information. Key Responsibilities:

Performs analytical tasks either independently or as part of a team of analysts. Prepares a variety of reports, assessments, or evaluations. Specific task requirements may include, but are not limited to:

  • Coordinate the overall planning, documentation, and tracking of all CO-OPS activities associated with the Bipartisan Infrastructure Law (BIL) and Infrastructure Reduction Act (IRA), and specifically for activities related to NWLON recapitalization and modernization; coastal model system acceleration and coupling; and seasonal to annual coastal inundation prediction.
  • Prepare for, coordinate, and lead regular internal CO-OPS BIL and IRA coordination meetings, including hosting periodic meetings with CO-OPS BIL and IRA Execution Leads and budget execution staff. For each of the meetings, as appropriate, develop and distribute meeting agendas; facilitate computer access and videoconference technology; record and disseminate meeting notes and actions items; and record, organize, update, and validate detailed execution plans with the CO-OPS BIL and IRA Execution Leads.
  • Develop engineering designs and drawings using AutoDESK AutoCAD as per the engineering standards and local building code, and save drawings using AutoCAD Vault.
  • Plan and execute projects to address infrastructure design, construction, and maintenance at remote unmanned real time coastal tide and current measurement systems throughout the United States.
  • Support BIL- and IRA-related project management activities within CO-OPS including, but not limited to, gathering project requirements; planning the project (i.e., developing and maintaining a “Vision and Scope Document” and project plan); working with CO-OPS personnel and external NOAA partners on project workflows; providing progress briefings; and developing documentation to close out the project. CO-OPS uses project management principles and practices to plan and manage operational projects and related work. Contractor employees performing task order requirements that support such projects shall provide information regarding such work to the applicable CO-OPS Project Lead in a timely manner. This may include information that helps the CO-OPS Project Lead develop the scope and schedule of a project, or details regarding the execution of work, such as dates when specific tasks were started and completed, hours expended, project-related issues encountered, actions taken to resolve issues, or actions recommended to avoid such issues in future projects.
  • Support the research, writing, and completion of BIL- and IRA-related special studies and analyses of interest to Federal Leadership and Management.
  • The selectee shall have experience with standard software (e.g., Google platform, Excel, PowerPoint, and/or Smartsheets) to create, edit, and maintain documents, spreadsheets, and presentations.

Start Date: August 15, 2023

Salary: This is a full-time position. Wage range is $18.61 to $23.61 per hour. Overtime is not anticipated. Comprehensive benefits package.

Required Skills /Education/ Certifications & Qualifications:

  • Bachelor’s degree in oceanography, marine science, marine policy, or a related field and at least two years of relevant experience.
  • Expertise with Microsoft Office applications and Google’s collaboration suite (e.g., Docs, Sheets, Slides);
  • Strong written and verbal communication skills, including a demonstrated ability to convey complex scientific information clearly and succinctly;
  • Excellent organizational skills;
  • Strong attention to detail;
  • Demonstrated ability to self-manage workload and meet variable (but often short) deadlines for multiple concurrent tasks; and
  • Excellent interpersonal skills, particularly the ability to work independently as well as with others to develop, revise, and share information.
  • Ability to work effectively both individually and collaboratively in a team/group setting.
  • Ability to receive constructive feedback and implement appropriate action.

Preferred:

  • Ability to work on-site in Silver Spring, MD one to two days per week.
