About the Essential Workforce Healthcare Program
The Essential Worker Healthcare Program provides thousands of Oregon long-term care workers with access to high-quality, low-cost healthcare through a unique partnership between the long-term care (LTC) employers, care workers and their union, Service Employees International Union Local 503 (SEIU 503), the State of Oregon, and the federal government.

Position Summary
The EWHP Program Director will be responsible for leading a first-of-its-kind healthcare program for Oregon’s care provider workforce. This position will work collaboratively with multiple stakeholders — including union members and leaders, employer representatives, and state partners — to deliver affordable and accessible healthcare for essential care workers across the state of Oregon.
Essential Functions
- Lead the EWHP portfolio which includes budget, planning, success metrics, quality improvement and team and vendor management.
- Work closely with Trustees of the Essential Worker Healthcare Trust to communicate goals, progress, and grow the program, including leading the program’s overall strategy and direction.
- Ensure program development centers the needs and experiences of long-term care workers.
- Lead programmatic innovations and future growth of the program including implementation of new benefit offerings.
- Lead within RISE Partnership as part of the senior leadership team.
- Serve as the program’s spokesperson with internal and external stakeholders, including employers, unions, legislators, and State of Oregon agencies concerning implementation and ongoing operations.
- Prepare annual and quarterly budgets for Board review and approval.
- Administer program compliance with state, federal laws, collective bargaining agreements, participation agreements, and similar.
- Help foster a healthy organizational culture that leads with a focus on equity and inclusion, both in terms of delivery of healthcare to participants and internal staff culture.
Knowledge, Skills and Abilities
- Knowledge of the long-term care industry and workforce (preferred)
- Demonstrated abilities in coordinating a complex operation including supervising staff, vendors, and contractors
- Experience working with board members and other stakeholders in a collaborative environment
- Able to lead services with diverse (cultural, racial, ethnic, class, linguistic) stakeholder base
- Skilled in fiscal management including budgeting, forecasting, and reporting
- Demonstrated commitment to organizational equity and inclusion
- Ability to create and maintain strong positive relationships with the RISE team, employers, workers, and union representatives
- A commitment to advancing the voice and conditions of Oregon’s long-term care workers
Qualifications
Experience
- 5+ years of leadership in nonprofit, healthcare, union, government, industry or trade association
- Experience with employee health plans and benefits
- Experience working with employers and unions (preferred)
- Experience working in a start-up environment a plus
Supervisory Responsibilities
This position is responsible for supervising other staff members.
Working Conditions
- Requires very limited physical exertion
- Readiness to work occasional long hours, weekends
- Able to travel between worksites and/or meeting locations within the state
