Job Description
Ocean Associates, Inc. provides administrative, scientific, and technical personnel to support federal agencies managing or conducting research on ocean, coastal, and freshwater natural resources. In federal contracting, positions come open and must be filled quickly when an existing staff member departs or when a new contract to provide services is awarded. We are currently looking for individuals with experience in supporting consultations and document preparation activities under the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), the National Environmental Policy Act (NEPA), and/or the Magnuson-Stevens Fisheries Conservation Act (MSA). Positions vary in their tasks providing policy support, program implementation, education and outreach, regulatory and recovery coordination, and other scientific services. We are especially interested in applicants who have experience in the preparation of ESA Section 7 consultation packages, rulemaking packages and/or policy documents and reports.

Requirements
- Bachelor’s degree or higher from an accredited college or university with a major in biological sciences, wildlife management, natural resource management, environmental science or related field.
- Two or more years of experience with, or knowledge of, the requirements of the ESA, MMPA, NEPA and/or MSA and the consultation processes, or a Master’s Degree in a related field.
- Excellent written and verbal communication skills.
- Ability to work effectively both individually and collaboratively in a team/group setting.
- Ability to receive constructive feedback and implement appropriate action.
Additional preferred qualifications may include:
- Experience in policy and analysis related to the management and conservation of protected species.
- Endangered Species Act Section 7 experience, including programmatic consultations
- Knowledge of evaluation, planning, and analytical methods and techniques to enable in-depth evaluations and analyses of potential effects to fish, wildlife, and their habitats associated with a range of situations and issues.
- Experience working with tribal governments
- Experience with using word-processing, spreadsheets, and database programs.
- Skill in written and oral communication.
- Skill in technical writing
- Ability to manage and track projects.
- Problem solving and critical thinking skills.
- Ability to work well with people from diverse scientific and technical backgrounds.
- Ability to work independently, and be solution‐oriented and a self‐starter.
Tasks May Include
- Prepare appropriate consultation documentation including ESA letters of concurrence, ESA biological opinions, MSA essential fish habitat (EFH) consultations, programmatic responses, and MMPA incidental harassment authorization letters regarding federally-listed species and their critical habitats.
- Draft signature quality written responses (e.g., concurrence letters, EFH conservation recommendations, or requests for additional information).
- Coordinate with action agencies and internal and external experts to develop strategies to minimize impacts and resolve regulatory issues with action agencies.
- Independently author or assist in authoring biological opinions, comment letters, and letters of concurrence.
- Review biological assessments from action agencies.
- Review proposed habitat restoration projects to implement Recovery Plans.
- Respond to inquiries from action agencies, applicants, and their representatives, and provide pre-consultation technical assistance to action agencies, applicants, or their representatives.
