The State Highway Administration (SHA) is recruiting for an Equal Employment Opportunity (EEO) Program Manager (Administrator III) in (Baltimore City). This position is open to anyone who meets the minimum and selective qualifications listed below. Job Duties:
The Equal Employment Opportunity (EEO) Program Manager position within the Office of Equal Opportunity (OEO) will administer the SHA EEO Program in accordance with State and Federal laws.   The EEO Program areas include investigation and tracking complaints of discrimination and bullying; requests for religious accommodations, reasonable accommodation requests made according to Maryland’s anti-discrimination state laws and the Americans with Disabilities Act (ADA); diversity initiatives; training for new employee orientation; new supervisors training; and statewide sexual harassment training.

This position will investigate complaints of discrimination and workplace harassment, coordinate investigations, and develop and administer training on various workplace EEO program areas.   This position will also prepare investigative documents for external government agencies such as the Maryland Commission on Civil Rights (MCCR), U.S. Equal Employment Opportunity Commission (EEOC), and the Department of Budget and Management (DBM) recommending corrective action; reviewing and recommending approval of reasonable and religious accommodations; reviewing and approving recruitment Selection Plans, Interview Summary forms, and Selection from Previous Interview forms; and assisting in providing technical assistance to various mid-level managers and senior managers regarding all EEO Program and affirmative action areas.  This position will manage an EEO Officer.

Qualifications

Education:  Possession of a bachelor’s degree from an accredited college or university.

Experience:  Five (5) years of experience in administrative or professional work.  One (1) year of this experience must have involved one or more of the following:  the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Selective Qualification:  Two and one-half (2.5) years of experience implementing an equal opportunity program in employment or equal access and ensuring adherence to fair practice standards and two (2) of the years must be in Title VII of the Civil Rights Act of 1964 and associated equal opportunity/equal access program management.

A Selective Qualification is more focused in scope than the minimum qualifications for this classification.   Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). No substitutions are allowed for a selective qualification.

Notes: 

1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2.  Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Licenses & Certifications

Possession of a motor vehicle operator’s license valid in the State of Maryland.
