Job Description
Salary range is $50k to $100k, with a midpoint of $75k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under general direction, coordinates, develops, and supports programs, procedures, and initiatives managed by the Sound Transit Office of Environmental Affairs and Sustainability. This includes coordinating office-wide business functions, establishing processes for maintaining and updating environmental data and tracking tools, developing and implementing environmental procedures, recordkeeping, and administering elements of the Environmental and Sustainability Management System (ESMS). This position serves as support for critical functions for assigned projects and contracts within a technical program. Responsible for a variety of program activities including tracking, updating, and reporting on project progress. Provides outstanding internal and external customer support and represents the Office of Environmental Affairs and Sustainability in a positive and professional manner.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Serves as the primary administrative support staff for the Agency’s Environmental and Sustainability Management System (ESMS).
• Assists in developing, updating and coordination of environmental procedures for the Office of Environmental Affairs & Sustainability and ensures consistency with the Agency’s Environmental and Sustainability Management System (ESMS).
• Supports the ESMS Steering Committee meetings including drafting workplans, agendas and presentations, keeping meeting minutes, training new committee members, scheduling meetings, tracking action items, and other support functions as needed.
• Coordinates the month-to-month workflow of the ESMS to ensure the management system is properly maintained and continually improving. This includes running bi-weekly check-in meetings, reviewing the annual workplan with ESMS staff and tracking the completion of various continual improvement projects.
• Manages tracking database for annual sustainability targets including coordinating with target owners on target development, workplans, quarterly updates.
• Oversees document management, storage, sharing, and tracking; oversees Environmental and Sustainability Management System (ESMS) internal communication materials and tools; administers the SharePoint/Office 365 program team sites.
• Serves as the Office of Environmental Affairs & Sustainability point person on document control for Environmental and Sustainability Management System (ESMS) documents including audit reports and corrective action tracking, and construction compliance for sustainability-related specifications. Tracks dates for updates, coordinates input from technical staff, and prepares final formatting of documents using MS Word, Excel, and SharePoint.
• Coordinates environmental audits including scheduling interviews, identifying and coordinating with technical staff leads, tracking and reporting on corrective actions, and arranging for Personal Protective Equipment (PPE) for construction site visits.
• Monitors registration, updates course schedules, and works with HR to maintain environmental training records in the Learning Management System (LMS).
• Manages EAS program elements supporting the 4 office divisions (Environmental Planning, Environmental Permitting and Ecosystems, Compliance, and Sustainability) under the direction of each office Director.
• Acts as the point person for updating and maintaining internal and external EAS communication tools including the internal and external Sound Transit websites and Sharepoint sites.
• Develops and coordinates office-wide initiatives and projects; takes assignments from original concept through final implementation.
• Provides support in the development of organizational improvements, program policies, and procedures; recommends developing new processes where applicable.
• Maintains and updates the department’s relational databases and applications (QuickBase and SharePoint platforms) for use by technical staff including report creation, data monitoring, and analysis.
• Assists with preparation and delivery of Environmental Training courses, including coordinating and developing content in collaboration with technical leads, PowerPoint formatting, and preparing agendas and handouts.
• Reviews, updates, and distributes reports; records meeting minutes as assigned; and provides general support for environmental projects.
• May accompany environmental professional staff on construction sites or field visits to assist with various duties.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in environmental studies, urban planning, environmental science, earth sciences, environmental management, business administration, information technology or closely related field and three years of experience providing administrative, SharePoint, relational database or environmental technical support within a large organization, or public agency; OR an equivalent combination of education and experience.

Required Knowledge and Skills:
• Basics principles and practices used in establishing and maintaining files and information retrieval systems including relational databases.

• Principles of business letter writing, research, and basic report preparation.

• Principles and techniques for the preparation and presentation of written and oral information.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and relational databases.
• Administrative practices for office management.
• Using personal computer software programs such as SharePoint, MS Word, Excel, and PowerPoint.
• Researching, compiling, analyzing, and interpreting data and use of relational databases (e.g. experience with QuickBase and/or Microsoft Access preferred).
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
• Understanding the organization and operation of the Agency and of outside agencies as necessary to assume assigned responsibilities.
• Applying policies, principles and practices specific to the Division.
• Demonstrating a positive customer service orientation with both internal and external clients.
• Performing support duties involving the use of independent judgment and personal initiative within established guidelines, policies, and procedures.
• Preparing clear, concise reports, correspondence, and memoranda.

• Organizational skill and an attention to detail in coordinating and prioritizing the program activities with multiple projects and tasks and re-prioritizing as needed.
• Applying applicable federal, state, and local policies, laws, and regulations as it pertains to assigned area.
• Learning and understanding technical and/or industry practices related to environmental and sustainability programs.
Physical Demands / Work Environment:
• Majority of the work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, chemicals, and extreme noise when conducting site visits or working in the field.
