The Challenge
We’re looking for an Environmental Program Supervisor to join our Division 6 Environmental team.
 
In this role, you will:
    •  Ensure that Division Project Development projects are in compliance with environmental laws and regulations.
    • Ensure all necessary biological, natural resource, wetlands, and protected species issues have been thoroughly investigated and technical input provided to Division Project Development in support of NEPA/SEPA documents for selected Division/Transportation Improvement (TIP) projects.
    • Supervise consultant activities in support of operations/pre-construction.
    • Conduct field investigations of plant/animal species in diverse habitats within and adjacent to transportation corridors.
    • Identify jurisdictional wetlands from non-jurisdictional uplands within transportation corridors.
    • Conduct rate species surveys.
    • Supervise and provide quality control on all phases of work conducted by private consulting firms.
    • Prepare natural resource technical reports for all assigned TIP projects.
    • Prepare technical reports, biological assessments, and minimum criteria determination reports.
    • Submit, review, and critique comments on environmental documents prepared by private engineering firms.
    • Review 10-year program list of TIP projects to ensure that all environmental studies are adequate.
    • Determine what environmental regulation permits are required.
    • Schedule project familiarization conference with state/federal regulation agencies.
    • Prepare and submit permit applications and exhibits to regulatory agencies.
    • Negotiate permit conditions with regulatory agencies.
    • Advise design engineer and transportation managers of unusual or sensitive environmental resources.
    • Assist in development of strategic environmental plans/initiatives to enhance project schedules and project design feasibility.
    • Mediate disputes between regulatory agencies and transportation construction managers.
    • Advise transportation construction manager of deficiencies in environmental regulation compliance.
    • Advise successful bidder about regulatory requirements.
    • Serve as the contact for State/Federal agencies, wildlife refuges, private environmental entities, local, and scientific stakeholders on concepts of natural science and environmental science relating to transportation planning and environmental assessment.
 
What You Bring
    • Knowledge of state/federal environmental regulations relating to SEPA and NEPA guidelines and preparation of related environmental documentation.
    • Experience with the preparation of 404 and 401 and permit applications and related exhibits.
    • Experience conducting natural resource field evaluations, such as stream and wetland delineation, threatened and endangered species surveys, and basic knowledge of SHPO issues.
    • Experience serving as environmental liaison between NCDOT, consultants, resource agencies, environmental regulators, and the public with consistency and sound judgment.
    • Experience planning, conducting, and reviewing technical projects and evaluating construction/maintenance projects for environmental compliance and stewardship.
    • Working knowledge of wetland systems, biological communities and the relationship of highways, bridges, and highway development to streams and wildlife.
    •  Considerable knowledge of federal and state regulations governing the work supervised.
    • Ability to plan, conduct, and review technical projects and prepare technical reports, biological assessments and other environmental documentation as required by state and federal laws.
    • Ability to handle, with tact, consistency, and professional judgment, the diversity of public contacts and demands of consultation and enforcement.
    • Leadership to plan, organize and direct work operations, as well as train and supervise a team.
    • Skills to review and critique others’ work.
    • Ability to safely operate a vehicle.
 
Education & Experience
    • Bachelor’s degree in agricultural, biological, engineering, environmental or natural resource sciences, or a closely related curriculum, and
    • 3+ years of relevant environmental experience; or
    • An equivalent combination of education and experience.
