Full-Time Environmental Program Consultant
Job Description
- Assists NCDOT staff by providing expertise to ensure compliance with the Endangered Species Act relating to transportation activities, project delivery, and the NEPA/SEPA process.
- Performs biological habitat assessments, species field surveys, and Section 7 consultation.
- Coordinates with the US Fish and Wildlife Service.
- Assists on transportation projects involving the US Forest Service through coordination and biological assessments, field surveys, and reports for NEPA requirements.
- Serve on our Aquatics Team of the Biological Surveys Group (BSG) and ensure that federally-listed Threatened and Endangered (T&E) species associated with transportation projects are properly accounted for and any impacts to those resources are avoided/minimized/appropriately mitigated.
- Complete tasks associated with the BSG Aquatics Program, including Section 7 concurrence and coordination through informal and formal consultations, tracking projects requiring program consultation payments for mussels, fish, and salamanders, and preparing letters for payments to the NCWRC.
- Provide consultant oversight, coordination, and contract management.
- Provide field work (potentially with overnight travel), including habitat assessments, in-water surveys, and water sampling.
- Direct consultant work and assist engineers/management with complex environmental issues relating to critical transportation decisions.
- Provide environmental document reviews and assistance, training, and guidance to internal and private sector staff on current NCDOT processes and protocols related to state/federal regulations and guidelines.
- Knowledge of techniques and methods employed in conducting ecological field inventories, biological habitat assessments, protected species surveys, and related consultations.
- Knowledge of federal/state environmental laws/regulatory requirements, such as, the Endangered Species Act, NEPA/SEPA, and Clean Water Act.
- Technical experience using ESRI ArcGIS Software, ArcGIS Online, other web mapping services, Trimble GPS Units, and associated software.
- Experience solving problems, resolving conflicts, applying critical thinking to complex environmental issues, and effectively communicating complex and technical information in writing and verbally to varied audiences.
- Master’s degree in agricultural, biological, engineering, environmental or natural resource sciences, or a closely related curriculum, and
- 3+ years of relevant environmental experience; or
- An equivalent combination of education and experience.
